A bill in the California Assembly that could eliminate lifetime registration for offenders convicted of some sex crimes has stalled. State finance officials say revamping the state’s sex offender registry simply costs too much.

The bill would have removed low-level sex offenders from the registry after 10 or 20 years. However, finance officials say ongoing technology costs and processing tens of thousands of requests would cost tens of millions of dollars.

State Senator Scott Wiener says the state’s Sex Crimes registry is broken. Because of its size, it actually hampers criminal investigations. Currently, the state has more than 100,000 offenders. Law enforcement officials must spend hours per person monitoring registered offenders who pose little risk of reoffending. Remodeling the registry to focus monitoring efforts on high-risk offenders would save significant time and money. In addition, investigators must spend even more time combing through irrelevant offender data.
