NIA files supplementary charge-sheet against one in Patna Naxal case

NEW DELHI: On Saturday, the National Investigation Agency (NIA) submitted an additional charge-sheet against a single accused in the Naxal case in Patna, Bihar. The case revolves around the extortion activities carried out by individuals associated with the Banned Terrorist Organisation, CPI (Maoist), and their efforts to recruit members for a Maoist resurgence in the area.

The accused, Rupesh Kumar Singh, also known as Raman and Patrakar, has been included in the chargesheet under several sections of the Indian Penal Code (IPC) and the Unlawful Activities (Prevention) Act.

This additional chargesheet is a result of the raid carried out by Rohtas Police at Umesh Chaudhary’s house in Samhuta village in Bihar’s Rohtas. The operation revealed concerning details about the existence of CPI (Maoist) leaders who were currently active in the area.

The primary goals of these members included collecting levies, enlisting new recruits, and rekindling the CPI(Maoist) movement. Following the operation, a central committee member of CPI(Maoist) named Vijay Kumar Arya, along with another cadre, Umesh Chaudhary, were apprehended. They were discovered with pamphlets related to Naxal activities, levy receipts, and electronic devices containing evidence of their involvement.

The case was initially lodged at Rohtas police station and later on, the probe of the matter was taken over by the NIA.

The inquiry revealed that Rupesh Kumar Singh was not merely an involved member of the CPI(Maoist) but also held the significant role of a Special Area Committee member (SAC). Additionally, he served as the Chief Editor of the ‘Lal Chingari’ Magazine, a publication affiliated with the CPI(Maoist), an outlawed terrorist organisation in India.

“He himself supplied soft copies of the said magazine to the top Commanders of CPI (Maoist) in various states across the nation. His role extended beyond this; he played a crucial part in motivating CPI (Maoist) cadres to consolidate supporters under the banner of CPI(Maoist) with an intent to wage war against the Government of India,” an NIA official told The New Indian.

The investigation also confirmed that Rupesh Kumar Singh attended meetings held at the Chakarbandha camp of the CPI (Maoist). In these assemblies, he collaborated with senior members of the group to advance their illicit goals, which included acquiring weapons, munitions, and explosives. These actions were carried out with the explicit intention of bolstering the banned terrorist organisation.
