New MKUltra Documents Expose More Disturbing Facts about CIA Mind Control Program

MKUltra Declassified – Recently declassified files have revealed shocking human experiments conducted during the notorious CIA Mind Control Program, Mkultra.

In a groundbreaking examination, eminent anthropologist Orisanmi Burton has blown the top off a dull chapter in CIA history. Burton’s findings expose MKULTRA’s sinister mission, which involved the development of psychological warfare and behavioral manipulation tactics specifically aimed at people of color under the guise of “insurgency.” These barbaric trials occurred during a tumultuous era when various US government agencies relentlessly tried to suppress the civil rights movement, resulting in prisons filled with political radicalism.

This disturbing revelation of MKUltra brings the CIA’s operations into sharp focus, exposing a ruthless attempt to suppress black resistance both on the streets and behind bars. However, it doesn’t end there. Burton’s revelations raise urgent and profound questions about the far-reaching effects of these operations, both in the past and, worryingly, today.

One of the most vexing questions is whether the agency was actively engaged in the weaponization of racial mind control, an idea that crosses ethical and moral lines.

As the nation grapples with this revelation, one thing is certain: Burton’s findings demand answers and accountability for the painful atrocities committed in the name of national security. The truth must be revealed, and justice must be served for those who suffered under the relentless grip of MKULTRA’s secret horrors.

MKULTRA Horrifying Experiments at Allan Memorial Institute : Covert Mind Control and Psychiatric Abuse

Among the many medical research facilities exploited by the CIA for MKULTRA, the Allan Memorial Institute, a psychiatric hospital in Montreal, Quebec, stands out as perhaps the largest and most notorious. It was there that the agency covertly conducted the “Subproject 68” program from 1957 to 1964, led by the prominent psychiatrist Ewen Cameron, who was also the institute’s founder. Cameron pursued a technique known as “psychic control” with the aim of “wiping out” feelings.

The horrifying process involved drugging non-consenting and unwilling patients with incapacitating mixtures of psychedelics and then subjecting them to electric shocks while they were forced to listen to hours of recorded looping audio. Cameron’s ultimate goal was to essentially erase the minds of his subjects, turning them into blank slates onto which he could surreptitiously impose new behaviors, thoughts, memories, and personalities from external sources. The experiments also served the purpose of gathering information.

In a 1958 edition of the Psychoanalytic Quarterly, Cameron praised the technique, claiming that it could be used to penetrate defense mechanisms, obtain previously inaccessible material, change attitudes, and implant dynamic changes in the patients’ minds.

The whole affair at the Allan Memorial Institute remains one of the darkest and most disturbing aspects of the MKULTRA program, representing a gross violation of medical ethics and human rights.

The Rockefeller Connection to MKUltra

Fast forward to 1966 when then-New York Governor Nelson Rockefeller, whose family foundation played a crucial role in creating the Cameron Institute, began a formidable partnership. Consultants from the institute’s parent, McGill University, were brought in to conduct a “study” of the “criminally insane” in New York prisons. Officially, the task was to find new methods to prevent the recurrence of crimes and to understand the causes of crime through “experimental studies.”

But was there more to this collaboration than meets the eye? Coincidentally – or perhaps not – a worrying trend was observed during the same period. Black Americans expressing revolutionary views were increasingly labeled as suffering from severe mental illness. Psychiatrist Jonathan Metzl’s groundbreaking work, “Protest Psychosis,” revealed how medical research papers portrayed a uniquely dangerous form of schizophrenia in “Blacks” compared to their “white” counterparts.

In 1968, the Diagnostic and Statistical Manual of Mental Disorders of the American Psychiatric Association was alarmingly updated to include “hostility” and “aggression” as essential symptoms of schizophrenia. The consequences were profound: civil rights activists who dared to resist were diagnosed and institutionalized. Prisoners who refused to bend to oppressive prison systems could conveniently be labeled “criminally insane.”

Dannemora State Hospital: A PLAYGROUND FOR MKUltra’s Terrifying Mind Control Experiments

The infamous Dannemora State Hospital for the Criminally Insane, located 25 miles north of New York’s Quebec border, became the centerpiece of Rockefeller’s sinister initiative. This partnership was led by Bruno Cormier, a Canadian psychiatrist who was a longtime physician at the Allan Memorial Institute in the 1950s and 60s. Together with the infamous Ewen Cameron, they came up with a terrifying plan for a “Pilot Juvenile Delinquency Center,” a place that would delve into the darkest corners of human behavior.

The proposed center would have laboratories for “psychological research, genetics, endocrinology research, and sociological research.” Cormier was particularly interested in the facility “shedding light on behavioral issues” and “building a bridge between juvenile delinquency and adult criminality.” Dannemora State Hospital provided an opportunity to achieve those goals through other means. By 1969, under the guise of “training,” McGill consultants turned prison guards into practitioners of hypnosis and aversion therapy techniques. One observer later described one dark “therapy session”:

“Correctional officers [became] therapists. It is an admirable undertaking to make them semi-professionals, but I have seen these former correctional officers practice aversion therapy with prisoners. The prisoners start gagging as they retrace the steps of their crimes. The scene was quite revolting both for those who watched and those who took part, yet there is still no evidence that anybody has been cured.”

In 1990, Bureau of Narcotics and Narcotics Investigation Director Dr. Douglas Lipton exposed Dannemora’s surprising mission to destroy prisoners’ identities and mold them into obedient pawns. Testifying to Congress, he revealed the devastating impact of those efforts, which left an indelible mark on the lives of those caught up in them. Behind closed doors, Bruno Cormier contacted every prison guard in New York State and urged them to send the most hardened criminals to the targets of this evil enterprise. The guards were more than willing to follow instructions and were eager to get rid of their most troublesome prisoners.

Gathering a group of 50 of the most restless souls, described by Dr. Lipton as “the worst band you’ve ever seen,” Allan’s team subjected them to a year of MKULTRA torture. The torments they endured stripped them to the core, leaving them vulnerable to attempts at resocialization that bordered on mind manipulation. A year after being released from Dannemora, after a year of therapy, only two returned to the facility. The rest appear to have been successfully reduced to “white slates” as Cameron originally intended, and their minds were successfully programmed from the ground up.

MKUltra Chilling Legacy: Behavior Modification for Political Purposes through CIA’s Mind Control Program

Echoes of Cameron’s scandalous “psychic driving” moreover arose within the aggravating investigation of McGill analyst Ernest G. Fraud. Digging into persistent responses beneath methohexital-induced rest and cross-cultural contrasts in torment resistance, Fraud’s chilling strategies didn’t save detainees, and they were subjected to incredible repulsions within the title of research.

His work frequently utilized “deceptive means and what appeared like torment instruments,” including a blood pressure monitor “with sharp, painful elastic projections sewn into the pressure cuff,” which he utilized to test a patient’s “pain tolerance.” He was among the McGill pros entrusted with testing on detainees in New York state. In 1968, he tested whether detainees regarded as “sociopaths” endured from an adrenaline lack, preventing them from learning cautionary lessons from “fear-producing experiences.”

Putting the hypothesis to the test, Fraud and his team infused detainees diagnosed as “sociopathic” with adrenaline, then subjected them to electric shocks. One of his understudies was apparently so caught up in the need for moral restrictions over their work that they proposed an experiment in which detainees were strapped to electroconvulsive treatment devices and told they were taking part in a competition. The “loser” would get a shock at a level set by their opponent.

From September 9 to 13, 1971, a mass revolt broke out in New York state’s infamous Attica prison. Prisoners were motivated by appalling conditions, including mass overcrowding, systemic violence, and racism. As U.S. historian Howard Zinn recorded, “Prisoners went through 14 to 16 hours a day in their cells, their mail was read, their reading material restricted, their visits from families conducted through a work screen, their medical care shocking, their parole system biased, racism everywhere.”

The rebellion was brought to an end by a blood-soaked massacre, endorsed by and by Nelson Rockefeller. Hundreds of New York State Police troopers, Bureau of Criminal Investigation personnel, deputy sheriffs, state police, and correctional officers stormed occupied areas of Attica through a cloud of tear gas, indiscriminately opening fire on prisoners with shotguns. In all, 33 died, and 85 were injured. Many detainees who were not resisting, as well as individuals the agitators had taken prisoner, were among them.

Conspicuously, New York’s formal association with McGill ended nearly immediately from that point, and Dannemora State Hospital was rebranded as the Adirondack Remedial Treatment Education Center. In the way of a hydra, however, it became home to a new behavior adjustment program – the Medicine (Rx) Program. In April 1972, Walter Dunbar, New York’s deputy corrections commissioner, said the program focused on detainees who committed “overt acts that prompt, shake, and incite other prisoners to aggressive, radical, and introverted activities.” As Orisanmi Burton writes:

“Such articulations connect the program to manor talks that pathologize Black resistance, while ensnaring prison authorities in the use of behavior alteration methods for political ends: counterinsurgency.”

Chilling Legacy of MKUltra : Brainwashing Camps of Totalitarian Societies

In August 2022, MintPress News uncovered how African Americans were excessively targeted by the CIA’s extensive intelligence control plots. Many MKULTRA trials appeared to have been explicitly conducted to gauge potentially changing responses to hallucinogenic drugs in Black and White participants. The CIA’s specific—or greater—interest in the impact of certain substances on people of color, instead of the general civilian population, was an obvious suspicion.

However, academic experts consulted by MintPress News at the time were dismissive of that suggestion. They argued that MKULTRA’s distinct racial character simply reflected the demographics targeted by the CIA and the lack of value attributed to Black test subjects by the Organization, as well as its resources within the medical community.

Burton’s findings strongly suggest that, far from merely focusing on individuals of color due to their abundance in detention facilities and medical centers and racist scorn, the CIA did indeed seek to determine ideal drugs for targeting African Americans, if not other ethnic groups.

Once the Rx Program was underway, prisons across New York—including Attica—began enthusiastically applying its methods to their prisoners. This expanded to surreptitiously dosing them with dubious substances, among other “experimental methods,” for the purposes of “pacification and control.” A recent account of regulation abuse at Napanoch’s Eastern Medical Office described how “drugs secretly placed in food turned detainees into vegetables.”

Almost all detainees there were transferred from other correctional facilities and promised “educational and professional training” once they arrived, but none ever materialized. Interestingly, “a large percentage” of them were considered to be politically aware or “agitators.”

One prisoner who suspected his food was being spiked with tranquilizers due to feeling incessant fatigue conducted a test, deliberately starving himself. He “started feeling way better immediately”—”the lethargy went away, and I felt stronger and more alert.” Another compared the “sustained lethargy” he experienced at the jail to his time at Dannemora.

Suspiciously, detainees were also precluded from drawing their own water from drinking fountains in the mess hall. They had to ask for it from guards, who would “always go to a concealed kitchen area” to retrieve the orders, which “consistently tasted different from tap water.”

From WWII Experiments to Enduring Legacy of MKUltra

If the CIA was hunting for an ethnic bioweapon for the purposes of mind control, it was not alone in Washington. During World War II, the U.S. Army conducted grotesque chemical experiments on its own Asian, Black, and Puerto Rican troops to test varying reactions to the same substances. U.S. citizens of Asian descent were explicitly chosen as proxies for Japan’s civilian and military population to see how mustard gas and other heinous munitions would affect the enemy.

The same thinking and dynamic, of course, applied to the Army’s Black test subjects. Fast forward to November 1970, and the in-house journal Military Review published an article by geneticist Carl A. Larson titled “Ethnic Weapons.” Approvingly noting “an enzyme deficiency in southeastern Asian populations” made residents of the continent “susceptible to a poison to which Caucasoids are largely adapted,” he advocated exploring how other enzyme inhibitors, such as BZ and its chemical relative LSD, afflicted “different ethnic populations.”

In 1974, a government committee slammed the Rx Program’s “logic and vision” as evoking “the specter of the resocialization, rethinking, and brainwashing camps of totalitarian societies.” The previous year, then-CIA director Richard Helms had ordered MKULTRA to be wound down and its entire file trail destroyed due to fears that the Agency might be subject to official scrutiny in the wake of the Watergate scandal.

Even though MKULTRA was officially dismantled, its cruel techniques lived on, as codified by CIA and U.S. military interrogation and torture doctrine. As MintPress News reported in April 2022, these malevolent methods were mercilessly applied at black sites and Guantánamo Bay, sowing the seeds of false testimony to justify the excesses of the War on Terror.

The darkness of MKULTRA lingers still, calling for urgent answers and transparency. America’s Black community deserves nothing less than the full extent of these operations exposed; culprits held accountable, and rightful compensation for survivors. As the shadows of the past stretch into the present, the demand for truth rings louder than ever, and justice becomes an undeniable imperative.
