Child Care Leave

Women employees and single male employees having minor children may be granted Child Care Leave by an authority competent to grant leave for a maximum period of 730 days during their entire service for taking care of up to two eldest surviving children, whether for rearing or to look after any of their needs like examination, sickness, etc.

Conditions for grant of Child Care Leave (CCL)- 

  1. CCL requires prior sanction.
  2. Child means a child below the age of eighteen years. In respect of a child with a minimum disability of forty per cent, it is permitted for an offspring of any age subject to submission of certificates.
  3. A single male Government servant means an unmarried or widower or divorcee Government servant.
  4. CCL shall not be granted for more than three spells in a calendar year; in case of a single female government servant, the grant of leave shall be extended to six spells in a calendar year.
  5. Not ordinary to be granted during the profession. except during certain extreme situations where the leaves sanctioning authority satisfied about the need and a minimal leave is sanctioned.
  6. CCL may not be granted for a period less than five days at a time.
  7. Intervening holidays will count as CCL, as in the case of EL.
  8. During the period of CCL salary shall be paid 100% for the first 365 days, and at 80% for the next 365 days.
  9. CCL may be combined with leave of any other kind. Leave of the kind due in admissible (including Commuted Leave, not exceeding 60 days, and Leave Not Due) may be allowed for the year in continuation of CCL without production of MC.
  10. CCL shall not be debited against the leave account.
  11. Maybe availed during LTC.
  12. An employee on CCL may be permitted to leave HQ with prior approval of the Competent Authority. Employee may also proceed on foreign travel with clearance from appropriate Competent Authorities in advance.
  13. CCL is also admissible to civilian female industrial employees working in Defense establishment, subject to conditions.
  14. CCL is also admissible to civilian female industrial employees of the Central Government at par with the civilian female industrial employees of Defense establishment, with effect from 01-09-2008, subject to conditions. - GIDs, Rule 43-C.

Hospital Leave, Special Disability Leave and Sick Leave subsumed in a new Leave named Work Related Illness and Injury Leave (WRILL).
