Section 14(c) of the Fair Labor Standards Act allows for workers with disabilities to be paid less than the federal Minimum Wage. This provision was initially created to provide job opportunities for wounded war veterans. Currently, around 42,000 people are employed under this program, with the average hourly wage being $4.15. However, more than half of the workers earn less than $3.50. One father expressed surprise at receiving checks as low as 14 cents for his son's work.
