So you need to ask this question to see his commitment on this. Whether he is capable of handling pressure and how can he maintain deadline.

5. Can he explain some of the technologies that he plans to use for the web design?

This is an essential question that you can ask. Through this answer you can get a proper and broader vision of his working style.
