The creators of Telegram Pavel and Nikolai Durov filed a “Notice of Exempt Offering of Securities” in the Commission on securities and stock exchanges of the USA (SEC) which said they managed to raise 850 million US dollars from 81 investor for the “development and support of blockchain TON for Telegram messenger”.

Securities specified in the notice to the SEC, describes how acquired in the framework of the “Agreement to purchase cryptocurrency”. Among U.S. investors were accredited investors, i.e. those who invested over 1 million or have an annual income exceeding $ 200,000 in the USA. This is necessary in order not to register the tokens as securities with the SEC.

In a statement to the SEC Durov calls two of the Issuer’s securities: TON Emirates Inc. and Telegram Group Inc., registered in the British virgin Islands. A source familiar with the financing process TON, told “Vedomosti” that the process was not similar to a normal ICO, when the tokens are purchased for the project of cryptocurrency, usually (BTC) or Ethereum (ETH). According to the same source, and in accordance with the submitted application, investors bought the right to internal cryptocurrency TON, under the name of “Grams” which will be circulated to them after the launch of the platform.
