All men is a strong phrase. Not just a couple, not just our own church family, not just the elect, not just our own people group. No, ALL men are to be prayed for. Yes even enemies and persecutors according to the teachings of Jesus. Even governments and authorities according to the teachings of the apostle.  (I see Men as short hand for human rather than to say only adult males, indeed as far as I can see this verse is saying pray for all humans regardless of age or gender). The way George Fox the founder of the early Quakers put it is interesting. People are to "make no sect" for in actual fact "all men are to be prayed for." Prayer becomes an act of unity and compassion. A gift to all of humanity.
