Broken windows and prisoners sat shivering in freezing cells are just some of the shocking claims made by one prisoner at HMP Liverpool.His sister contacted the ECHO this week in a bid to help what she describes as "extreme" conditions at the Walton-based prison.The inmate has been at the prison, based on Hornby Road, since February this year claims the heating was working at the start of winter but has been left weeks without any warmth.The ECHO knows the prisoner's identity but has chosen not to name him or his sister.Speaking to the ECHO, his sister said: "You know yourself how cold it can be in this weather."He can't watch TV because it is too cold in the room. I know they are there for a punishment but this is extreme.
