Release 20181116

A small release with a couple of bug fixes. We've refined how the "buffering" of file modifications works and also Updated our Tagging Library to fix a bug in DSF tagging.

When bliss listens for file modifications, it applies a buffer, collecting updates for a given folder until the folder is "stable"; that is, there are no edits to any siblings for a couple of minutes.

However, the removal of files weren't treated in the same way. If an app, for example a CD ripper (this was reported with MediaMonkey) deletes a music file then recreates it during the rip process, this would confuse bliss.

So now, removals are also bufferred.

In addition, we updated the tagging library bliss uses, Jaudiotagger, to the latest snapshot to avoid a bug in writing DSFs; some internal metadata to write the length of the audio file was not being updated.
