If your hasi would be such a specialist in PC stuff then he would've told you that once Address is banned from sites like dA then you can't create accounts from this address anymore. You need other IP address! And just because somebody has an address, which has ugly history on some site it doesn't prove his or her guilt yet! This is why you need to find out ISP, who assigns this IP address and then you need to get a court order so that you could go to ISP and ask them to who was assigned the IP address with ugly history on deviantART. If you won't have court order then I very much doubt ISP will have any interest to give you any information just like that!
