Recently I have volunteered to help a refugee Family that was settled in Philadelphia. The basic plan when refugees arrive in a city with nothing often knowing no one is to get them on public assistance for housing, medical coverage, and food, and then once they get set up start working on getting a job, education, improving their English, and eventually they work their way out needing the government program.

Seriously, the family I help is an inspiration. They have been here for only 9 months and aside from the retirement-age father, they all have jobs now. Although they have not totally worked their way off of public assistance yet, they are well on their way to doing so. If this regulation goes into effect, it will mess up everything.
