Over the course of history, mankind has evolved in social groups ranging from nuclear families, to extended families, expanding into towns, cities, nations, and entire continents or regions.
The complex relationships that arose from larger groups of people coming together resulted in a need for them to choose leaders or government, to rule over their affairs. This was necessary to make life comfortable for them via provision of equal access to basic necessities like housing, water, power supply, roads etc.
However, over time there has been a population explosion, which even now has not abated, and it is putting lots of pressure on available infrastructural facilities – which are no longer sufficient to meet the needs of the growing numbers of people.
Our country Nigeria has been particularly affected by the trend described above, for years NW.
Infrastructural facilities are inadequate and mostly not in good condition, to cope with the increase in population. This is especially true with regard to affordable housing. And THAT (affordable housing provision and access) is what this piece is about.
It is worth noting here that some other factors contribute to this problem faced by Nigeria that can be described as being due to selfish tendencies of people, when they engage in corruption, or practice poor management of resources and facilities they use etc.
Population growth and inflation are major contributors to the problem, but advanced countries of the world also experience them I.e., they are not peculiar to one country or region.
Regarding population, Lagos state in particular, is faced with a serious problem of a bloated population size of more than 20 million residents, who have inadequate access to infrastructural facilitates.
The reason for this situation is not hard to appreciate, as it is because many from other states, in search of better prospects, have migrated into Lagos, which is the commercial backbone of the economy.
Things would have been much different, and the pressure on Lagos, not as great, if the other states in Nigeria were as commercially developed, as Lagos State.
I have personally interacted with many people (based in Lagos, but from other states) who detest working and living in Lagos. Most readily stated that if they had to choose, their permanent bases would be their home states – so long as viable businesses opportunities abound and are accessible there.
Perhaps this challenge with population size coupled with other factors was what prompted the Lagos State government, to establish what it’s called the New Town Development Authority, in April 1981, with a vision to ease the living condition, of the people.
NTDA (the acronym for New Town Development Authority has been operated over the years to improve the living conditions of Lagos citizens, especially with regard to housing.
It can simply be defined as “A planned urban centre, created in an undeveloped or rural area, especially, with government sponsorship”.
The objective of the NTDA is to decongest the heavily populated Lagos area, by delivering a medium-sized city, with a broad range of housing, commercial, and recreational facilities to the people.
Far reaching benefits to the country can be achieved if the federal government and all other states, adopt a similar strategy, towards raising the standard of living of Nigerians, as the Lagos state government is about to do in some parts of the state (and has already done in other parts).

- Establishment of New Towns and Development of Schemes in Lagos State.
- Provision of Infrastructure in Government Estates.
- Promotion of large scale physical development.
- Site selection for other Government Ministries/Agencies and private developers.
- Development Control: – Monitoring of unauthorized developments within Government Estates in liaison with the Ministry of Physical Planning Development.
