here is the link to Download Windows 10 iso and burn it to a dvd or usb to boot and install to new hard drive.

Please make sure that your system has at least quad core cpu i3 i5 or i7
6gig or more, windows 10 uses a lot of memory so if you have anything less then 6gig your system will run very slow.
for best results get a SSD hard drive as well.
