EOS REFERENDUM

In the past few weeks, a good number of decentralized individuals have been working together to produce a referendum system for the EOS blockchain. Most of these individuals are members of competing block producers, but have come together to cooperate under a shared vision

THE PROBLEM

EOS has the ability to change the world. But it’s limited in its infancy, like a newborn dependant on its mother. Block.one has given birth to EOS, but it’s now up to the community to elevate it to it’s full potential.

  • Interim constitution needs ratification and amendments.
  • Stakeholders have no means to vote on remedies for these issues.
  • Governance layer is very deficient and without funding
  • Worker proposal fund, currently collecting about a million dollars per day, is sitting idle with no efficient method of distribution.

THE GOAL

Get a “better” referendum system to market as quickly as possible so that token holders can start shaping the future of EOS and unlock it’s full potential. We are not striving for perfection, but we are aiming for something quite better than what we have today. This will enable us to unlock value in the short term, while we learn, test and iterate towards perfection in the long term.

REQUIREMENTS

  • Decentralization as much as possible
  • Introduce a few friction for proposal submission to eliminate ballot spam, voter overload and apathy.
  • Conform to article XI of the EOS Constitution¹
  • Limit friction for voting to fully maximize participation between  technical and non technical token holders.

 

The first iteration plan include the following;

  • Voting
  • Ratification

  • Proposal Submission

  • Vote Snapshot

  • Decentralized User Interface (UI)

  • And Vote tally

VOTING

As an Eos Token Holder, I need an efficient way to vote on proposals so that I can have my say in the governance of the network.

Voting through EOSforumdapp;

  • The voter’s EOS vote selection and account name are propagated through the chain.
  • Results can tally and displayed in any UI that supports it.

  • Any EOS account can freely and efficiently cast a vote through eosforumdapp

  • Votes can be cast through any wallet or UI that also supports it.

RATIFICATION

As an EOS token holder, you need block producers to honour the outcome of a referendum.

Ratification is  been managed by 15/21 elected BPs;

  • It will eventually be up to the elected block producers to implement the will of the token holders. This is the nature of DPOS.

PROPOSAL SUBMISSION

As an EOS token holder, you need a way to propose changes to EOS.IO so that they can be given to token holders for voting.

  • Submission through EOSforumdapp
  • It will now be up to the proposer to convince UI developers to display their proposal for voting

  • Each proposal has a distinct hash that can be verified prior to voting.

  • Any token holder can also submit a proposal on chain to be voted on by the community.

  • No one needs permission to put forward a proposal, as long as they can provide the cost of RAM to store the proposal.

*Any UI can display any proposal the developer chooses to display.

Designated account for BP proposal  submission

  • UIs that reference this account will display all proposals put forward by BPs.
  • Trusted account that all UIs can reference for referendum proposals

  • Also Controlled by a vote of 15/21 elected block producers.

VOTE SNAPSHOT

As an EOS token holder, you need a way to validate the outcome of a referendum so that you can ensure that the results are fair and accurate.

Vote Snapshot application; Enables users to look back at the number of votes that were casted for a given proposal option during each hour throughout the duration of a referendum.
