Policymakers in Liberia have used the Targeted Analysis Scenario (TSA) tool, developed by the United Nations Development Programme (UNDP), to design a mutually beneficial policy path for communities, sectoral government agencies, and palm oil concessionaires. The TSA captures and presents the value of ecosystem services within decision-making, allowing policymakers to calculate the costs of continuing with conventional palm production versus taking a different route that leads to more sustainable palm concessions. The TSA was able to show that smallholder production and environmental sustainability were in the best interests of the concessionaire and the Liberian economy.
