This interesting quote has been credited to Anacharsis, a Scythian philosopher from the early 6th century BC.  He left his native country in the northern shores of the Black Sea to travel in pursuit of knowledge. He came to Athens about 589 BC where he made a great impression as a forthright, outspoken "barbarian".
