His actions can make the the world turn upside down and there are only few people who would even dare to oppose him. Kaido is also known as the Strongest Creature in the World and he wants a crew of devil fruit users because devil fruits can give abilities that is beyond comprehension when awakened as Doflamingo stated.

NOW WHY WOULD KAIDO START A WAR???

TO GET KILLED! Yes that's right that's what Kaido really wants as shown in his introduction by jumping off a sky island and survived. He was sentenced to death 40 times and he always but no execution equipment was able to kill him.

BECAUSE WAR KILLED WHITEBEARD. Whitebeard is the strongest man in the world and is also one of the yonko. We can say that Kaido treats Whitebeard as his equal it is shown when Whitebeard is already moving into war Kaido wanted to engage with Whitebeard but intercepted by Shanks. So now that he knew that a war could potentially kill him he would even make a greater war than what happened in marineford.

He made a contract with Doflamingo to supply him Artificial Devil Fruits or SMILES for his army, remember that Kaido wants an army of devil fruit user but due to the rarity of the said fruits it was impossible. Thanks to the research of Dr. Vegapunk and Ceasar Clown they manage to create artificial devil fruits. The artificial devil fruits have been shown but its specifics are not yet known and its difference in a devil fruit.

Kaido have already said that the war that he is preparing is the greatest war that the world has ever seen. To make it great the other party should be strong as well. So, there are two possible organization that Kaido wants to pick a fight.

It's not just the marines but the whole world government this includes the Cipher Pol. Together with the Warlords this could be a force to reckoned with (Kaido's perspective). So, why the world government? Because the world government is strong and could kill him. Other reasons? the government may hold of all information about something this includes the One Piece, Raftel, and others. Not saying that they know all but they might hold of information. And if Kaido wins this war and not get killed he may get hold of these information.

Kaido wants to fight Whitebeard Now that Whitebeard is gone there two great powers that can match him the other two yonko are Shanks and Big Mom (not including Blackbeard). First reason to fight them is for him to get killed. Second if he is not killed then he can get hold of power, territory, information, and others to rule the seas What do you think nakama?
