Albania

March 23, 2020

The Albanian Civil Aviation Authority suspended all international flights at Tirana International Airport (TIA) from 23 March; cargo, humanitarian, and repatriation flights will continue. All ports of entry are now closed indefinitely. Ferry services with Greece and Italy have been suspended.


Austria

March 22, 2020

Entry requirements by air

Austrian Citizens and foreigners who are entitled to stay in Austria are obliged to enter a 14-day self-monitored home quarantine immediately after entering the country by air and to confirm this with their own signature, provided that no immediate return is ensured.

Third-country nationals who do not have a residence permit in Austria are prohibited from entering Austria by air from outside the Schengen area. This rule does not apply to diplomatic staff, employees of international organizations, their family members living in the same household and humanitarian workers. Also excluded are nursing and health personnel, transit passengers and people who work in freight transport.
In addition, air traffic was discontinued from the following regions: People’s Republic of China, Republic of Korea, Islamic Republic of Iran, Italy, Switzerland, France, Spain, United Kingdom, Netherlands, Russian Federation and Ukraine.

Belgium

Brussels- Passengers from China will be health screened. Crew must declare if they have suspected COVID-19 cases on board.


Czech Republic

March 16, 2020

The Czech government will impose a nationwide quarantine effective March 16 at midnight until March 24 at 0600 CET. Borders will also remain closed until March 24 at 0600 local time.


Croatia

LDDU (Dubrovnik, Croatia): Airport closed to all traffic except state and medical flights until Mar 29.

All aircraft operators arriving to Croatia are requested to inform their passengers before boarding the aircraft the following info:

  1. All foreign nationals entering the Republic of Croatia who have visited in last 14 days the following countries/territories: Italy, Islamic republic of Iran, People’s Republic of China: Hubei Province, including city of Wuhan, South Korea: Daegu city and Chengdu Province, Germany: Heinsberg County in the state of north Rhine-Westphalia will be subject to compulsory 14-day quarantine on their own expenses.
  2. All foreign nationals entering the republic of Croatia that have visited in last 14 days countries/territories having transmission according to the WHO, will be subject to compulsory 14-day self-imposed isolation. Foreign nationals that do not have residence in the republic of Croatia must have evidence of booked accommodation.
  3. All Croatian citizens entering the Republic of Croatia that have visited in last 14 days People’s Republic of China or countries/territories having transmission classification indicated by the latest issue of the who coronavirus disease (covid-2019) situation report as  ‘community transmission’ or’ local transmission’, will be subject to compulsory 14-day self-imposed isolation. Isolation/quarantine 14-day period counts from the last day being in the affected country/ territory,subject to decision of the national health authority on site.

Denmark

March 26, 2020

Passengers will only be allowed entry if they are included in the following:

  1. Danish Citizens, who can provide a Danish passport or other valid travelling documents.
  2. EU-Citizens with valid travelling documents living in Denmark and who can provide/present a Danish social security card. 3. Third-country nationals with valid travelling documents and with the Danish residence permit
  3. Foreigners who have a valid purpose in Denmark, (e.g.)
  4. A. Visiting a critically or terminal ill family member, b. Participating in a funeral ,c. Called for a court case ,d. Exercising visitation rights with a minor ,e. Being a legal guardian for a minor , f. Already in an ongoing health treatment ,g. Have employment in Denmark – documentation needed .
  • NO restrictions on the crew on arrival.
  • NO requirement for quarantine
  • NO Health Certificate
  • Crew Swaps are OK
  • They are permitted to leave the Airport and return for duty.
  • 14 Day Quarantine – There is no mandatory requirement.

FUEL STOPS> EKCH – No restrictions on fuel stop.  Crew members may also change, enter the border.  No pax may exit aircraft.


France

March 25, 2020

Only French crew or Schengen national crew will be allowed to enter on French territory

Other crew will be denied, in case of overnight crew can stay on aircraft for crew rest or take rest on Handler lounge if handler accepts.

France has banned all foreign nationals, except in the following cases: – citizens of the European Union and assimilated (nationals of United Kingdom, Iceland, Liechtenstein, Norway, Andorra, Monaco, Switzerland, Vatican, and San Marino), as well as their spouses and children. Third-country nationals who have a residence permit or long-stay visa in France or in the European Union, and who return to their home. Third-country nationals or nationals of the European Union or

Assimilated, who ensure international freight transport. Health professionals who are third-country nationals or nationals of the European Union or assimilated, in order to fight against the spread of covid-19.

LFMM LFFF LFRR LFEE LFBB departures are not subject to any restriction. Airlines inform their passengers about restrictions applicable to them at the place of destination. Airlines deny boarding to passengers subject to access ban at the place of destination. Passengers in international transit may board, provided their connecting flight departs from the same terminal, and that their connecting flight is confirmed. Iii. Crew and support staff operating these cargo and passenger flights, as well as those travelling as passengers in order to reach the starting point of their flight on duty, are exempt from entry restrictions (overnight stays should be avoided unless necessary).


Georgia

March 22, 2020

All international scheduled flights to/from Georgia are restricted.

Restrictions does not apply to:

  • Flights when aircraft arrives at Georgian airports without passengers (ferry flight) to carry passengers destined for the foreign countries.
  • Cargo flights, governmental flights, ambulance flights, emergency landings, landing with technical reasons (technical stop), aerial works and search and rescue operations.

Germany

The pilot responsible for an aircraft arriving from the China (including the Hong Kong and Macao) must submit the health part of the aircraft general declaration upon landing at the first airport in the territory of the federal republic of Germany.

All travellers arriving in Germany by aircraft that have departed from Cchina (including Hong Kong and Macau) must provide flight and personal information by filling in the public health passenger locator form (see ICAO annex 9, appendix 13). The public health passenger locator form must be handed out to passengers by the crew, completed and handed over to the public health authorities at the destination airport.

Air carriers must keep the data available to them for flights from China (including the Hong Kong and Macau) to the federal republic of Germany for up to 30 days. This applies, in particular, to electronically stored data for identification and contact details of travellers as well as to seating plans. For more information: www.bmvi.de ‘corona virus’.


Greece

March 28, 2020

All ad hoc ops in/out all Greek airports is now subject to a special permit. This restriction applies to passengers flights, cargo, ambulance, tech stop, crew rest, positioning etc.

There is no NOTAM issued or any other official information published. The order came from Hellenic CAA late yesterday evening, was released internally to CAA and became active with immediate effect without any prior notice, overriding all other relevant NOTAMs that may still be active.

Universal Aviation Greece is in close contact with the relevant ministries and CAA in order to obtain the permits for all planned ops and of course to accommodate future requests.

Commercial and GA/BA, from/to any aerodrome in the territory of Italy, Spain, Turkey and the UK to any aerodrome in Greece are suspended. Universal Aviation Greece can apply for special permits for repatriation flights.

Exemptions include:

1. Flights for repatriation of Greek citizens and holders of

  • Residence permit in Greece.
  • Cargo flights.
  • Ferry flights.
  • Humanitarian flights, sanitary flights and emergency flights.
  • Frontex flights.
  • Overflights.

March 20, 2020

All persons entering Greece will be quarantined for 14 days. Crew are exempt. All non-EU citizens are prohibited to enter Greece with the following exceptions:

1. Family members of EU citizens.
2. Citizens of Schengen member states and their family members
3. Healthcare professionals and health researchers designated to support the Hellenic national heahlthcare system.
4. Third-country citizens who are long-term residents or long-term visa holders of an EU or Schengen member state.
5. Third country government members, diplomats, staff of international organisations, military personnel and humanitarian aid workers in the exercise of their duties.
6. Passengers in transit.
7. Aircraft flight crew.
8. Non-EU or non-Schengen citizens travelling for imperative family or business reasons provided that the relevant authorization has been obtained by the Hellenic consulate.)


Hungary

A government decree entering into force on Tuesday 17 March prohibits foreign citizens from entering Hungary.


Iceland

March 22, 2020

No restrictions.


Ireland

March 24, 2020

Shannon Airport Authority announced reduced operating hours, effective Monday, April 6, 2020. Operating hours will be 0600-2200 local. No aircraft movement between 2200-0600L will be permitted.

March 18, 2020

The Irish Health Authorities require anyone coming into Ireland, apart from Northern Ireland, to restrict their movements on arrival for 14 days. Check the Irish Health Service COVID-19 Advice Page for full information on these requirements. This includes Irish residents. Exemptions are in place for providers of essential supply chain services such as hauliers, pilots and maritime staff.

The Port Director of US Customs & Border Protection at Shannon has advised that from Tuesday, March 17th at 0400Z, USCBP Pre Clearance services for GA aircraft will be temporarily suspended due to the additional screening measures in place on arrival in the US. The suspension will be lifted once the situation improves.


Italy

April 1, 2020

A provision announced by Italian Government states that only the following airports will remain fully operative:

Ancona-LIPY, Bari-LIBD, Bologna-LIPE, Genova-LIMJ,-Lamezia Terme-LICA, Milan Malpensa-LIMC, Napoli-LIRN, Pescara-LIBP, Pisa-LIRP, Rome Fiumicino-LIRF, Torino-LIMF, Venezia-LIPZ.

Milan Linate LIML will be closed until the 18th of April.

All other airports will be closed to all traffic or closed with exceptions.


Lithuania

Is forbidding foreigners from entering Lithuania, except members of the crews, who work in Lithuanian companies executing international commercial transportations or execute international commercial transportations using all types of vehicles, also persons, who have the right to permanently reside in the republic of Lithuania.


Malta

March 22, 2020

Covid and Health Forms to be filled by arrival Crew and PAX. Ferry Flights are accepted. PAX out Flights are accepted. FUEL/Technical Stops are accepted. Repatriation Flights accepted.

All the above are subject to approval from local CAD authorities before confirming handling.


Moldova

March 10, 2020

Starting with March 11, 2020, through March 31, 2020, all airlines flying to the international airports of the Republic of Moldova shall not allow boarding on that flight of persons other than Moldovan citizens, coming direct or with transfer flight from Italy, China, Iran, and South Korea. Exceptions should be made to stateless and foreign persons with domicile, residence or residence permit in the Republic of Moldova.


Montenegro

March 11, 2020

Travel from Montenegro into areas and states most affected by the epidemic of infectious disease caused by the novel Coronavirus those being: Italy, Spain, South Korea, Iran and China-Hubei province is temporarily prohibited.

Entry into Montenegro for all the foreign nationals arriving from areas and States affected by the epidemic of infectious disease caused by the novel coronavirus those being: Italy, Spain, South Korea, Iran and China-Hubei province is temporarily prohibited.

Nationals of Montenegro on their transit or return journey from the following areas and states: Italy, Spain, South Korea, Iran and China-Hubei province, will be allowed entry into Montenegro and will undergo measures prescribed by the aforementioned order.


Netherlands

March 22, 2020

Flights originating from Spain, The Republic of Italy, The Islamic Republic of Iran, The Republic of Korea and the Peoples Republic of China, including Hong Kong are not permitted in the Netherlands. Flights without pax and repatriation flights will be allowed to continue.


Norway

March 17, 2020

Effective March 15th, 2020 the Norwegian Government will close the border to foreign nationals who lack a residence permit in Norway. They will be turned away at the border under provisions of a Norwegian law relating to the control of communicable diseases. Temporary entry and exit controls will also be introduced at the internal Schengen border.However, Norwegian airports are not closing. The airports will be open for international flights enabling tourists/foreign nationals to travel out.The police are instituting temporary entry and exit controls at the inner and outer Schengen border, but no border crossing points are being closed.


Poland

March 23, 2020

Aircraft are banned from landing on airports entered into the register of civil airports and on airstrips on the list of the Republic of Poland’s airstrips performing international flights with passengers, exclusive of flights mentioned in point.

Exceptions: hosp, hum, head and other flights performed in order to save people’s lives or health (e.g. with the rescue parole), trade return flights to the home base on the territory of the republic of Poland.

Russia

April 5, 2020

All previously granted permits for non-scheduled international flights of Russian and foreign air carriers connected with transportation of Russian and CIS citizens from foreign countries to the territory of the Russian federation are temporary suspended.

In connection with the restrictions on the transportation of citizens to the territory of the Russian Federation, starting from 00:00 Moscow time on 02.04.2020 all applications for air transportation of citizens of the Russian Federation from the territory of foreign states to the territory of the Russian Federation on aircraft with a capacity of less than 20 seats in private or commercial goals should be sent to the Federal Air Transport Agency and the Federal State Unitary Enterprise “State ATM Corporation” no later than 3 calendar days before the start of transportation, for the purpose of their consideration at meetings of the working group on coordination of transportation of citizens to the territory of the Russian Federation.

Please note that citizens must arrive in Moscow only through Sheremetyevo Airport with a total number of passengers not exceeding 500 people per day (for all flights).

Arrivals of citizens to airports located in other regions of the Russian Federation may be carried out with a total number of passengers of not more than 200 people per day.

Applications submitted to the Federal Air Transport Agency and FSUE State ATM Corporation later than the deadline, as well as providing for the arrival of citizens through other Moscow airports, will not be accepted for consideration.

  1. NOTAM above sets limits to bringing to the Russian Federation citizens of the RF and the CIS. Nothing more.
  2. Applications for arrivals of aircraft up to 20 seats with citizens of the Russian Federation must be submitted at least 3 calendar days in advance.
  3. In Moscow, such flights can only be taken to Sheremetyevo
  4. The limit in Moscow is not more than 500 passengers per day (for all flights).
  5. For all other airports of the Russian Federation (except Moscow), the limit is 200 passengers per day.
  6. The decision on each application for arrival is made at the “meetings of the interagency working group for the coordination of traffic”

Please note that foreigners and stateless persons are temporary not allowed to enter RF.

Which flights are permitted

  1. Overflights
  2. Tech stop international transit flights
  3. Flights which arrive ferry
  4. Flights which depart ferry
  5. Flights which depart with foreign passengers abroad
  6. Ambulance flights which depart with Russian passengers abroad are under consideration ( each particular case should be considered)
  7. Cargo flights
  8. Special missions (humanitarian, rescue and others with special approval from the government of RF)

Serbia

March 19, 2020

Both Nis and Belgrade airports have suspended international flights until further notice with only aircrafts with the special permission given by the Government of Serbia being allowed to land.


Slovakia

March 15, 2020

  • Slovakia has closed its three international airports.
  • Vienna and Budapest International airports remain open and accessible by car. However, train and bus connections from Slovakia will be limited. Private car companies are still operating as are rental car agencies.
  • Slovakia has closed its borders to tourists. Only Slovak citizens and permanent residents are allowed entry. International health insurance, though not required by law, is strongly recommended.

Spain

March 27, 2020

Only the following flights are allowed:

  • Ambulance flights
  • Diplomatic flights
  • Military flights
  • Technical stops (No crew or pax leaves or enters the aircraft)
  • Flights to take citizens out of Spain to their Country
  • Flights to bring back Spanish citizens

This last two have to be authorized by the government prior operation, the rest are always authorized.

Spanish authorities have approved an extension of the current state of emergency through at least 2359 April 11 in an effort to combat the coronavirus disease (COVID-19). These measures are in addition to a ban on foreign nationals entering Spain also through at least April 11. Persons exempted from this measure include residents of Spain, Schengen Area residents transiting to home countries, cross-border commuters for essential work, diplomats, and in some exceptional circumstances. The restrictions do not apply to freight transport.


Sweden

March 20, 2020

Arrival Pax Flights – Passengers will only be allowed entry if they are included in the following

  1. Schengen Nationals, Citizens of Schengen associated states
  2. Third-Country nationals who have long term resident under the long-term residence directive and persons deriving their right to reside from other EU directives or national Law
  3. Residents who hold national long term visas

Other travelellsers with an essential function or need are permitted including

  1. Healthcare professionals, health researches and elderly care professionals
  2. Frontier workers
  3. Transport personenel engaged in haulage of goods and other transport staff to the extent necessary
  4. Military personnel and humanitarian workers
  5. Passengers in transit
  6. Passengers travelling for imperative family reasons

Arrival Gendec Mandatory.

Arrival Crew Only Flights –  NO restrictions on the crew on arrival. They are permitted to leave the Airport and return for duty.


Switzerland

March 26, 2020

Entry into Switzerland is refused to all foreign nationals.

Exceptions: a.) Persons who have swiss citizenship b.) Persons who hold a Swiss residence permit, a cross-border commuter permit, a visa issued by Switzerland for the purpose of business meetings as specialists in the field of health or official visit of great importance, or who have an assurance of a residence permit. C.) Persons who are entitled to freedom of movement and have a professional reason for entering Switzerland and have a confirmation of registration. D.) Persons who enter Switzerland merely for the purpose of transit with the intention and possibility of travelling on directly to another country. E.) Persons who are of great importance as specialists in the health sector. F.) All crew and minimum support staff that are required to carry out cargo and passenger flights. Due to applicable restrictions, passenger flt shall enter Switzerland only via Zurich, Geneva, and Basel airport. Cargo, maintenance, aerial work, and ambulance flt are not subject to this constraint.


Turkey

March 28, 2020

Starting from 27 March local 23:59 hours all flights, regardless of seat configuration from/to any aerodromes of all countries with the purpose to operate at any Turkish aerodromes are prohibited.

The flight prohibitions below cover the flights of business jets and exceptional authorizations will be needed for carrying Turkish citizens from restricted countries in case of repatriation. All Turkish citizens on the flights will be quarantined for 14 days.

Except:

  1. restricted countries operators flights to turkey will only be ferry flights for carrying their citizens from turkey unless they are exceptionally authorized to carry Turkish citizens and residents of turkey on their flights to turkey. All Turkish citizens and residents of turkey on the flights will be quarantined for 14 days.
  2. Turkish operators will be able to carry non-Turkish citizens to restricted countries from Turkey if allowed by those states, but they have to return back as ferry flights or may be granted permission for carrying Turkish citizens from restricted countries in case of repatriation. All Turkish citizens on the flights will be quarantined for 14 days.

The prohibition does not cover the following flights from/to the restricted countries:

  1. Cargo flights
  2. Governmental
  3. Emergency medical
  4. Emergency landing for technical reasons

Covid-19: passenger restrictions

All passengers travelled to above restricted countries during last 14 days are prohibited to be accepted to all flights to turkey. Otherwise, all passengers on the flights will be quarantined for 14 days.


Ukraine

March 26, 2020

No foreign nationals are permitted into the country through April 24. Exemptions are to aircraft bringing Ukraine nationals or ferry aircraft picking up passengers currently in the country. Permission for each flight will need to be obtained.


United Kingdom

March 26, 2020

Farnborough Airport has issued a list of locations it will not accept flights from, which now includes the United States. Please contact your TSS team for the most current restrictions at EGLF as thy are changing rapidly.

The UK Foreign and Commonwealth Office (FCO) advise against all but essential travel to the following regions that the Spanish Ministry of Health have designated as areas of community transmission of coronavirus: Madrid and La Rioja, and the municipalities of La Bastida and Vitoria (both in the Basque Country) and Miranda de Ebro (in Castilla y León).

Crew operating from China, including Wuhan City and Hubei Province, Thailand, Japan, Republic of Korea including Daegu and Cheongdo, Hong Kong, Vietnam, Taiwan, Singapore, Malaysia, Myanmar, Cambodia, Macau, Laos, Iran and Italy are advised to comply with United Kingdom Department for transport coronavirus protocol regarding notification for direct arrivals at Biggin Hill Airport.

  1. Provide public health England information leaflet to pax onboard
  2. Broadcast inflight message to pax to report any symptoms
  3. Crew to notify Biggin Hill Airport fixed based operator no later than 60 minutes prior to arrival
  4. Provide general aircraft declaration gad including the health section upon arrival prior to dissembarkation
  5. Failure to comply may result in arrival delay

Some London-area handlers have implemented their own “pre-booking questionnaires” that they are requiring be completed before at least 24-hours before arrival, indicating previous travel to countries with outbreaks.

We anticipate more handlers will be adopting this approach in the coming days/weeks.

The British government is warning against “all but essential travel” to mainland China.
