Aliens’ Travel Permit, also known as “PSB Permit”, is a “must” for those who are planning to travel to the “unopened areas” outside Lhasa. This permit is issued by the local Public Security Bureau ( PSB ) of Tibet’s different prefectures.

1. Who can apply for an Aliens’ Travel Permit?

Foreign tourists can apply for an Aliens’ Travel Permit through a local travel agency in Tibet, with the exception of diplomats, journalists, and government officials. These individuals must apply for a permit through the Foreign Affairs Office of the Tibet Government.

2. How and when to apply for Aliens’ Travel Permit?

Applying for an Aliens’ Travel Permit is fortunately quite simple. Upon reaching Lhasa, you can provide your passport and Tibet Tourism Bureau Permit to your tour guide for them to handle the application. This process typically takes a few hours and incurs a fee of 50 yuan per person.

3. Where to apply for Aliens’ Travel Permit?

The Aliens’ Travel Permit is issued by Public Security Bureaus in Tibet. It is typically granted to groups who have organized a tour with a registered travel agency. Alternatively, you may also apply for a permit at the PSB in various prefectures of Tibet.

4. Which areas require an Aliens Travel Permit?

So far, only Lhasa and Nagqu are open and no need for a travel permit and the following regions are closed to foreign tourists. If you plan to travel there, you must apply for an Aliens’ Travel Permit.

  • Tsetang County: Samye Monastery, Tomb of Tibetan King, Yumbulakhang Palace, etc.
  • Shigatse: Sakya Monastery, Mt. Everest Base Camp, Rongbuk Monastery, etc.
  • Gyangtse: Pelkor Monastery, Kubum Stupa, etc.
  • Nyingchi Region: Basumtso Lake, Pomi, Rawotso Lake, etc.
  • Ngari Region: Mt. Kailash, Mansarovar Lake, Guge, Ruthok and Further etc.
  • Chamdo Region: Chamdo, Riwoche, Tengchan, etc.
