How to fix Windows 10 slow boot issue and make it fast
ULPS (Ultra Low Power State) disables the second GPU (Graphics Processing Unit) when idle. This is a a feature of AMD GPUs which are in a multi-GPU CrossFire configuration. While this is a great feature to lower power use, it unfortunately causes some problems on Windows 10.
To do This  Type regedit into start open registry edit window.
Press and hold Ctrl and press F to Search / Find
Type EnableULPS
Edit (double click) EnableULPS
Change value from 1 to 0
Reboot
2. Enable FastStartup and to fix Windows 10 slow boot-up issue

In Windows 10, Microsoft enables the fast boot-up option and shutdown times using the special Hybrid Startup and Shutdown option. These options put the system into hibernation state and fixes the Windows 10 slow boot-up issue.

How to enable FastStartup and then optimize startup in Windows 10

This option can be activated via Control Panel > Power Options. Click on "Choose what the power button does" from the left pane, and then select "Change settings that are currently unavailable." New options under Shutdown settings will appear. Just tick the "Turn on fast startup" checkbox and click "Save changes."

3. Disable Unnecessary Startup programs (Optimize Boot Performance)

Configuring which programs start up with your computer is a vital step in speeding up your PC. You can configure boot in many different ways. One is through your Windows 10 Task Manager. Right-click on your Taskbar and select Task Manager. You can also reach Task Manager using the keyboard command CTRL + SHIFT + ESC. Head to the Startup section and check to see which programs you’d like to activate or deactivate.
4. Perform Advanced disk cleanup 

Microsoft’s Disk Cleaner utility has survived through all of the recent Windows upheaval, and it’s still a great way to sweep out some of the temporary data and unnecessary files taking up room on your hard drive. Even better, now it’s mostly automatic and easy to navigate.

 The built-in Disk Cleanup tool in Windows actually does a decent job of removing unnecessary files. If you want to go further though, like finding duplicates, you'll need a third-party tool
