GTmetrix provides testing mobile site loading of Android users. Check it out, and you need to signup a new account on it. And you see the dashboard you can choose “Chrome, Android, Galaxy Nexus.” and test your loading time. This feature is in beta so it can only available for Android devices. But a good starting point for you to check the performance of your mobile site.
If you don’t have the right response or mobile design (UI) at this moment, you should at least check the loading time of your website at slow speed like 3G or 2g speed, When I looked my desktop site on 3G, it took approx 15 seconds to load full site.

2. Google page speed insights:
This is an official tool by Google Inc. it will not check your mobile site loading time, but you will get the suggestions to improve your mobile site. Suggest, the need attention and things which are better. I also felt few critical issues with my mobile site after using it. You should run the test for your website and check out the actual performance of your mobile site and discuss the issue with your developer to fix all problems.
