As of last year, over 75 federal agencies and sub-agencies have appointed CDOs. Policies like the Foundations of Evidence-Based Policymaking Act and the Federal Data Strategy have strengthened the authority of CDOs to improve data accessibility and serviceability. However, the roles of government CDOs still face ambiguities. A survey found that only 52% of federal CDOs have clear responsibilities, and only 17% believe they have all the necessary resources.
To drive change and successfully realize the transformational potential of AI, CDOs can implement four key strategies:
1. Build a roadmap to gain cultural buy-in: CDOs should create a plan that aligns AI with agency objectives, engaging stakeholders and departments in smaller projects to build a coalition for change.
2. Create a living inventory of data: By outlining steps, engaging the right people, and establishing pillars like communication channels and technology solutions, CDOs can identify and maintain a comprehensive inventory of available data.
3. Identify sponsors and key stakeholders: Building strong relationships with partners and executives ensures ongoing support and resources. Different agency contexts may call for engaging technology or human capital leaders.
4. Track progress consistently and effectively: Regular monitoring and evaluation of data strategies allow CDOs to adapt, improve, and hold stakeholders accountable as needs evolve.
By driving transformational change and maximizing the use of secure, transparent data, CDOs can help government agencies unlock the potential of impactful AI technologies.
