Vietnam’s E-Contract Platform Gains Traction through National ID Cards

Vietnam’s Ministry of Industry and Trade (MoIT) has reported that the country’s e-contract platform is becoming increasingly popular due to the widespread utilization of National ID cards. Launched in 2022, the Vietnam Electronic Contract Development Axis enables online authentication, attestation, and contract lookups. The platform is managed by CeCA (Certified e-Contract Authority), a certification organization for electronic contracts under the MoIT’s Department of E-commerce and Digital Economy.

Vietnam’s chip-based ID cards have proven successful in verifying identity on the platform, and the Ministry of Industry and Trade plans to collaborate with the Ministry of Public Security to facilitate data sharing and connectivity. The issuance of chip-based ID cards began in 2021 as part of the government’s initiative to enhance access to public services, including healthcare.

To further enhance its digital ID system, Vietnam is working on the draft Law on Citizen Identification. This proposed legislation aims to integrate additional citizen data into the National Database on Population. This integration would allow citizens to access both public and private services by utilizing their ID cards and the National e-Identification Application (VNeID). The draft law is expected to be issued in October 2023 and implemented on July 1, 2024.

The draft law also includes the development of e-ID, where citizens’ ID card data will be utilized to create their digital identity and corresponding e-ID card. The electronic identification and authentication system is currently designed to handle up to 180 million visits per day on the VNeID app.

To ensure the security of the e-ID system, the Ministry of Public Security is implementing measures to restrict access to personal data. Only authorized personnel can access citizens’ data within the scope of their duties, and they require approval from the data owner through fingerprint or face authentication. This provides protection against data exploitation even if an ID card is stolen, while allowing the legitimate cardholder to continue using their e-ID card.

In addition to the e-contract platform and digital ID system, Vietnam has also commenced issuing chip-based biometric passports.
