A group of bipartisan US Congressional representatives, including Michael McCaul, Anna Eshoo, Don Beyer, and Jay Obernolte, have introduced a bill called the Creating Resources for Every American To Experiment with Artificial Intelligence Act (CREATE AI Act). This bill aims to establish the National Artificial Intelligence Research Resource (NAIRR), an infrastructure that will provide AI researchers with greater access to resources, data, and tools needed to develop safe and trustworthy artificial intelligence.
The CREATE AI Act has also gained support in the Senate with the introduction of companion legislation by Senators Martin Heinrich, Todd Young, Cory Booker, and Mike Rounds.
The bill’s purpose is to ensure that the United States maintains its leadership in technology, including AI, by unleashing the full potential of American innovation. It aims to open up resources for more researchers to collaborate on developing smart, safe, and secure AI systems. By establishing the NAIRR, researchers from universities, nonprofits, and government organizations will have access to powerful tools necessary for cutting-edge AI development.
The CREATE AI Act has four primary goals: to spur innovation and advance the development of safe AI, improve access to AI resources for researchers and underrepresented groups, enhance capacity for AI research in the US, and support the testing and evaluation of AI systems.
The NAIRR will provide computational resources, including an open-source software environment and a programming interface for structured access to AI models. It will also offer curated datasets, educational tools and services, and AI testbeds for researchers, educators, and students.
The introduction of this legislation is aimed at diversifying and expanding access to AI systems in order to maintain American leadership in frontier AI, bolster national security, enhance economic competitiveness, and foster groundbreaking scientific research.
