Artificial intelligence (AI) serves as an enabler, not a replacement for humans, in the work of Cyber Command and the National Security Agency (NSA), according to Air Force Lt. Gen. Timothy Haugh, the nominee to head both organizations. In a testimony to the Senate Armed Services Committee, Haugh emphasized that humans will continue to interface with AI and analyze the data it produces.

Both Cyber Command and the NSA have taken a methodical approach to AI and machine learning. They have focused on identifying the origin of data and subjecting it to the review of analysts. Additionally, they are developing a roadmap for the broader utilization of AI. Haugh stated that the United States leads China and Russia in AI usage, and the command operates within congressional and Pentagon-set standards and regulations, unlike its competitors.

Haugh highlighted China’s use of AI for population control and domination. He pointed to Beijing’s extensive implementation of facial recognition technology and the creation of the “Great Firewall” as examples. The United States is closely monitoring how adversaries employ AI to understand evolving threats.

Regarding the arrangement where the director of the NSA also serves as the senior officer at Cyber Command, Haugh expressed satisfaction with its current effectiveness and agility. He would not make any changes to this arrangement if confirmed for the position.

If appointed, Haugh outlined his priorities for the NSA, which include improving readiness and bolstering the acquisition force. At Cyber Command, the focus will be on recruiting and retaining talented personnel, as the workforce is nearing retirement age. Haugh also mentioned that with the signing of the Fiscal Year 2024 National Defense Authorization Act and defense appropriations bill into law, Cyber Command will operate similarly to Special Forces Command, with its own budget, acquisition authority, and training responsibilities.

Currently, Cyber Command has teams of 30 to 50 members stationed in each combatant command headquarters, enabling integrated offensive and defensive support. This aligns with the command’s “Defend Forward” strategy and its commitment to engage persistently with potential adversaries. Cyber Command also collaborates closely with the NSA, other government agencies, and critical industries to enhance network security and resilience against cyberattacks.

In collaboration with industry and other agencies, Haugh emphasized the importance of transparent collaboration in identifying critical infrastructure that would support regional commanders in times of crisis. He cited Ukraine’s successful efforts in building resilience against Russian attacks on their armed forces’ networks and critical infrastructure as an example.

Furthermore, Haugh acknowledged the increasing focus on improving network security in allied and partner countries through regional commands. He specifically mentioned the Indo-Pacific Command’s interest in strengthening network security in countries like Singapore, Thailand, and the Philippines.

Haugh warned that China will continue targeting American networks to steal intellectual property, create economic advantages, and diminish U.S. military superiority. These actions have been ongoing for decades.

The United States remains committed to maintaining its lead in AI usage and adhering to established standards and regulations.
