The Ministry of Finance has recently issued Circular 60/2023/TT-BTC that regulates the fee rates, collection and management, exemptions, and registration and issuance of license plates for motor vehicles on the road (Circular 60). According to this Circular, starting from October 22, 2023, the registration and License Plate Issuance fees for cars and motorcycles will be subject to several changes.
For cars
Circular 60/2023/TT-BTC stipulates the fee rates for the first-time registration certification and license plate issuance in Zone I (Hanoi and Ho Chi Minh City) as follows:
– Cars (excluding cars with less than 9 seats, trailers, and semi-trailers with separate registration): 500,000 VND/time/vehicle instead of the previous fee rates of 150,000 – 500,000 VND/time/vehicle.
– Cars Carrying Passengers with less than 9 seats (including pickup trucks): 20 million VND/time/vehicle. Previously, the fee rate for the first-time registration certification and license plate issuance in Zone I for cars carrying passengers with less than 9 seats was determined by the People’s Council of the cities.
Therefore, in this amendment, pickup trucks are classified into the group of cars carrying passengers with less than 9 seats, subject to a fixed registration and license plate issuance fee of 20 million VND/time/vehicle in Zone I, which is 40 times higher than before (500,000 VND/time/vehicle).
From October 22, 2023, the registration and license plate issuance fees for pickup trucks increase 40 times
According to Circular 60, the fee rate for the new registration certificate and license plate issuance for cars carrying passengers with less than 9 seats (including pickup trucks) in Zone II (Hai Phong, Da Nang, Can Tho, provincial cities, and towns) is 1 million VND/time/vehicle.
In Zone III (other localities), the fee rate for the new registration certificate and license plate issuance for cars carrying passengers with less than 9 seats is 200,000 VND/time/vehicle. In both Zone II and III, the fee rates remain unchanged compared to the current regulations.
For motorcycles
According to Circular 60, the registration and license plate fees for motorcycles are now calculated based on the value of the motorcycles and the respective zones, as follows:
– Motorcycles with a value over 40 million VND: the fixed fee rates are 4 million VND/time/vehicle (Zone I); 800,000 VND/time/vehicle (Zone II); and 150,000 VND/time/vehicle (Zone III), an increase of 100,000 VND compared to the current fee rates of 50,000 VND/time/vehicle.
– Motorcycles with a value from 15 million VND to 40 million VND: the fixed fee rates are 2 million VND/time/vehicle for Zone I, replacing the current fee rates within the range of 1-2 million VND; Zone II remains 400,000 VND/time/vehicle; Zone III is 150,000 VND/time/vehicle, replacing the current fee rate of 50,000 VND/time/vehicle.
– Motorcycles with a value of 15 million VND or less: the fee rates are 1 million VND/time/vehicle for Zone I, replacing the current fee rates within the range of 500,000 – 1,000,000 VND/time/vehicle; Zone II remains 200,000 VND/time/vehicle; Zone III has a fee rate of 150,000 VND/time/vehicle, replacing the current fee rate of 50,000 VND/time/vehicle.
