Here’s How Punjab Police Integrated Command, Control and Communication Centre is Making Lahore Safer

Security is neither a static nor a concept in itself. Over the years, the sectoral classification of safety, such as social security, economic security and environmental protection, is large and a combination of everything is wrapped in national security.

They only display data in more colorful forms on electronic screens. Moreover, there is a lack of response mechanism based on these reports or information. If these applications are popular, it is difficult to meet the expectations and service requirements of the end-users without constant support and expenditure.

Centers for Integrated Command, Control and Communication (PPIC3) of the Punjab Police are an example of developing integrated security that leads to smart security in Pakistan. In these centers emergency services by police, 1122 rescue services and fire-fighting services under a single number of 15.

Anyone in Lahore can call this number and the correct response will be given through a single window under an integrated call center. This is the integration of all emergency services by the police in cooperation with other service providers.

Another feature of these PPIC3 centers is the integration of intelligent traffic management systems, from the management of traffic signals to the issuance of E-tickets that are sent to the home address of the vehicle owners for the violation of red lights while driving on the road . It is the first time in Pakistan.

All traffic information is also provided to the callers who contact the police at 15.. A radio-safe city is also part of this service that provides live information about traffic situations that operate on the FM 88.6 frequency in Lahore.

The third element is the integration of anti-terrorism measures that are much more refined for research purposes than public services as mentioned earlier. The latest technology such as face recognition systems and automated license plate recognition are integrated in this system to provide multiple tracking options for LEAs for crime prevention and for post-event investigations

The sensors used for gathering information on the above-mentioned purposes also provide data on road conditions, interventions, electricity poles, dangerously interconnected power cables, open sewage pipes, manholes and people crossing the roads where no zebra crossing is marked. This data can be used by relevant public authorities through a well-defined method of sharing to correct most of the problems faced by an ordinary person on a daily basis.

Safety sensors can therefore also be used for real-time monitoring, verification and quality assurance of the performance of many other service providers. These other departments can use it as an accountability mechanism to even mark the presence of their field staff without any field visit and can also assess their performance while in control rooms.

Many of these actions also contribute to the improvement of the security environment in the city. There is no need to develop separate systems in silos for monitoring them, which can be viewed in a shared facility developed by Punjab Safe Cities Authority.

Data generated in such centers will be a gold mine for academics. Native research and development in the field of technology and policy is also under way. Punjab Safe Cities Authority (PSCA) is working with UET Lahore, LUMS and Harvard University to use data on exciting issues such as traffic management, public perception of public services, access to public response time and other topics.

These various topics have already ended each other some time ago, but with the integration of systems it is possible to find innovative ideas and solutions for complex problems in the urban centers of today. This combination of practice and theory opens up new opportunities and offers new solutions to urban problems.

PPIC3 Center in Lahore is more than just a tool to control crime, because the concept of integrated security embodies to make Lahore a smart city and then of many other cities in Pakistan. Many international agencies and friendly countries such as China, the US, the UK, Turkey and the UAE are inspired by this concept and are trying to follow the trend that has been initiated by Pakistan.
