The Russian Supreme Court on Tuesday affirmed the dissolution of the Human Rights NGO Memorial International, the Russian state news agency TASS reported. According to TASS, Memorial International is recognized as a foreign agent NGO and has been fined for violating Russian laws on foreign agents. The European Court of Human Rights asked Russian Prosecutor General Igor Krasnov to stop the dissolution process in November 2021. In a subsequent act In a statement, Dunja Mijatović, Commissioner for Human Rights of the Council of Europe, accused Krasnov of applying laws of foreign agents “as a tool to liquidate human rights NGOs” such as Memorial and Human Rights Center Memorial. Mijatović urged the Russian authorities to “immediately reverse the decisions” to dissolve the International Memorial and “change their hostile attitude towards independent civil society, the media and human rights defenders”. However, Judge Alla Nazarova announced on Tuesday that “the suspension request will not be allowed.” A French branch of Memorial International also announced the decision via Twitter, saying members were not surprised by the ruling. The organization noted that deferrals are generally only available “when life and health are in danger.” The goals of the memorial include promoting democracy, preventing a return to totalitarianism, and remembering the victims of totalitarian regimes.
