How to Turn On 'Hey Cortana' in Windows 10
Click the search box to the right of the Start button. A Cortana dialog box appears
Click the menu icon in the upper right corner of Cortana's window. It has three stripes.

Enable Hey Cortana on your Lock Screen in Cortana Settings
Microsoft will add a new feature where you will be able to interact with Cortana even on Lock Screen. This feature is yet not enabled but you can enable it manually in build 14316. Here are two different ways to Enable Hey Cortana on Lock Screen in Windows 10 build 14316.
To enable Cortana on lock screen in Windows 10, you do not have to install any third party software. Instead, you can just use Registry Editor to enable Hey Cortana on Windows 10 lock screen.
‘Therefore, at first, open Registry Editor. To do so, press Win + R, type regedit and hit enter.
Following that, navigate through the following path,
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Speech_OneCore\Preferences
On the right hand side, you will have to create a new DWORD 32-bit value. For that, right click on empty place, select New >> DWORD (32-bit) Value.
Now, name it VoiceActivationEnableAboveLockscreen. After that, double click on the value and set the value to 1.
That’s it! Now, you can get Cortana on Windows 10 lock screen.
