The problem usually causes the Search box to freeze, too. This Type of problem happen  when Windows Updates are being installed.  If you are facing this issue, here are few troubleshooting steps you may want to try out.

Fix Windows 10 Start Button with a Batch File

You can also fix the problem by creating a simple batch file with Windows Notepad.

The advantage of a batch file is that you can leave it on your desktop or other easy to access location on your computer and when the start button doesn't work anymore, you only have to double-click on that file to fix the problem.

Just follow these simple steps:

Open Windows Notepad. Type Following Text

taskkill /f /IM explorer.exe
start explorer.exe
exit

Click at the left-top of Notepad on "File" and choose "Save As..."
At the left-sidebar you can choose a location on your computer where to save the file.
At "Filename" you give the file a name but with .bat at the end.

For Example : start button fix.bat
Now double click on the batch file and the Windows 10 start button will work again.

Right-click at Start and run Command Prompt as Admin
Type command:
ren %windir%\System32\AppLocker\Plugin*.* *.bak
Restart Windows

Start Application Identity service:

Right-click at Start and click RUN
type SERVICES.MSC and press the enter key
right click on APPLICATION IDENTITY and select START

Refresh your machine

Right click on the START button
Hold the shift key while selecting RESTART
Select TROUBLESHOOT from the recovery menu
Select REFRESH YOUR PC
This will reinstall Windows 10 but it will keep all of your files (Documents, Pictures…) but it will kill all of the programs that have been installed.  Everything that is dead will be in C:\WINDOWS.OLD so you can fish out anything that is missing, but you will have to reinstall your programs, like Microsoft Office.
