UCR 2023–What This Means For You

UCR 2023 Registration is now officially open! You have until December 31st to register in order to remain compliant.

What is Unified Carrier Registration (UCR)?

The Unified Carrier Registration (UCR) was created in 2005 by the FMCSA to replace the former program Single State Registration System (SSRS). UCR is required for any commercial vehicles carrying cargo over state or international lines. Once you register for UCR you are kept in the UCR system which allows state and federal agencies to track your compliance with safety regulations. After registration, you will pay your annual UCR fee which is based on the size of your fleet. Keep in mind, individuals and companies that plan for the transportation of goods such as brokers, freight forwarders, and leasing companies are also subject to the UCR fee.

What if I don’t file for UCR?

Carriers who fail to register for their annual Unified Carrier Registration with the FMCSA could face penalties of up to $27,500. If you are found to be operating without a valid UCR registration, then your vehicle may be detained until the proper registration is obtained. If you are traveling over state lines it is imperative that you register on time and all fees are paid.

INTERESTING FACT: When you start your trucking company it is essential that you pay the current year’s UCR registration fee if you plan to haul cargo over state/international lines. This means that even if you start your business on December 31st, you must still pay for the current year’s registration fee!

Why UCR is Important

The biggest question you may have is “why do I even need UCR”? It may seem like just another fee that the FMCSA requires, and it is, but the overarching goal is safety. The UCR program ensures that all commercial motor vehicles (CMV’s) are properly registered to prevent unsafe vehicles from operating on our highways. In fact, if there is an unsafe carrier on the road law enforcement and safety officials can quickly identify and locate them. UCR ensures that our nation’s roads are safe for everyone.

Does my state participate in the UCR program?

There are 41 states currently that participate in the UCR program. The following states do not participate: Arizona, Hawaii, Florida, Maryland, Nevada, New Jersey, Oregon, Vermont, Wyoming, and Washington D.C.  If your state does not participate, it doesn’t mean you are “off the hook”. Every motor carrier that crosses state/international lines is required to purchase a UCR. You will need to purchase a UCR from the nearest participating state.
