I always thought that you only got free Tapas with a drink in Granada, Jaen and Almeria provinces in Andalucia.  I then recently discovered that there are quite a few bars in Madrid that give you a free tapa/pincho with a drink as well.

I've now found another part of Spain that does free tapas - Caceres in Extremadura.  I was up there last weekend for the WOMAD festival.

The tapas was fairly basic run of the mill stuff like tortilla, Russian salad, cheese and bread etc... It was all pretty good stuff though.  The paid for tapas/raciones were even better though.

Caceres is well worth s visit.  The old town is stunning. According to Wikipedia:

Cáceres was declared a World Heritage City by UNESCO in 1986 because of the city's blend of Roman, Moorish, Northern Gothic and Italian Renaissance architecture.
