Does the "rel-nofollow" HTML code tells search engines not to access a certain web page?

rel=nofollow tag is used for External links. Normally if there is any external link in our site, spider will crawl that site on seeing that link, so we will be losing our ranking.. this is like that we are giving our ranking to that site so to escape from that we have to give rel=nofollow in Anchor tag
