He’s probably referring to the Federal Reserves for those who don’t know. The Federal Reserves is a privately owned institution where the powers that be (TPTB) print money out of thin air.
Note the word PRIVATE.
To put it in layman terms for those that do not understand how they work, it is no different than a fast food restaurant the only difference is they distribute “money” and not burgers.
They use this monopoly of money to buy up nations and that is how they control all the resources and own YOU.
It is a systematic structure use to control everything in modern society. They own EVERYTHING from land to water and all the necessary resources needed for human survival
