In 1792, the Dalai Lama and the Tibetan government ordered the Shamarpa lineage to cease to reincarnate and banished the Shamarpa at that time from Tibet as a punishment for his having started a war with Nepal. The line was only reestablished in the 1960s, at the Karmapa's request, who proceeded to enthroned his own nephew as Shamarpa (what a coincidence! two tulkus in one family!)

Now, China has been saying he DL Lama MUST reincarnate, despite him having expressed wishes not to.

This seems like a pretty clear karmic link.
