Digitization of Cable TV : facts

India is going in Phase of Digitization of Cable connection, first they digitization was mandatory in major cities, but now they are making it compulsory for all.

In first phase, in all four metro cities implemented by 31st December 2011.
in second phase, implemented in all cities having population over 1Million by 31st December 2012.
in third phase, all other urban areas by 31st December 2013.
The 4th Phase, Targeting Rest of the India by 31December 2015.

Development and growth are always good, but making digitization compulsory, Govenment should see the other side of it too.

These Dth Service Providers, revised the rates of any pack frequently, when ask to them, they told they have added new channel to packs. This is not done, when digitization is going to be compulsory, there should be some rule and protocol to monitor these service provider, There should be Minimal Value Pack available(From Each DTH Service Provider), which can be affordable by all, Rate Revision should have some rules, when they can revise the rate  ie some duration, but base pack should not have this eligibility, In Base Pack there should be some numbers of channels of all categories. DTH Service providers can have authority to add new channel to this base pack but can revise its rate.

What about those who cannot afford setup box, and monthly charges increase twice or trice for what they have paid currently to our cable service provider, Is this fits for all in their budget? If not, what they do, stop watching TV, Is government has a plan for this?
