This is one of the questions ECMI Director Prof. Malloy elaborates on in the frames of today`s expert meeting in Strasbourg. The seminar takes place in the headquarters of the Council of Europe and aims to provide the possibility for academics and stakeholders to discuss their ideas and suggestions on the Framework Convention for the Protection of National Minorities (FCNM).

Being designed to protect the rights of persons belonging to national minorities, the FCNM is one of the key elements since 1994 when it comes to the discussion of minority-related issues. This year, the monitoring cycle of the FCNM goes into its fifth round. The launch of monitoring follows after today`s informal meeting, during which experts can share their suggestions and opinions with the Advisory Committee on the Framework Convention.
