The Punjab Assembly passed the Defamation Bill, 2024, on Monday, despite significant protests from PTI-backed Sunni Ittehad Council (SIC) members and journalists. Punjab Finance Minister Mujtaba Shujaur Rehman introduced the bill, which was swiftly moved to a vote, rejecting all amendments proposed by the opposition.

The bill creates a special tribunal to address cases of “fake news,” which is required to resolve cases within six months and can impose fines of up to £8,472. Allegations against individuals holding constitutional posts will be addressed by the high court. It also mandates government-provided legal assistance for women and transgender individuals in defamation cases.
Journalists covering the session walked out in protest, labeling the bill a “curb on free media.” Lahore Press Club President Arshad Ansari criticized the lack of consultation, stating, “This oppressive law mirrors previous controversial measures like the Prevention of Electronic Crimes Act (Peca).”
Opposition leader Malik Ahmed Khan Bhachhar and PTI-backed SIC members expressed concerns over the bill’s hasty passage and potential societal damage. They emphasized that opposition members were not present during the bill’s vetting process and decried the insufficient consultation.
The passage of the bill led to a demonstration outside the assembly by journalists, who vowed to continue protests and sit-ins. The assembly session was prorogued indefinitely after completing its agenda for the day.
