Parliament fails to conduct business due to lack of quorum

On Tuesday, June 27, the Parliament of Ghana was unable to proceed with its scheduled business due to the absence of a quorum.

Mr Osei Kyei-Mensah-Bonsu, the Majority Leader of the New Patriotic Party (NPP) and Leader of Government Business in Parliament explained that many Members of Parliament (MPs) were in the Assin North Constituency for the ongoing Parliamentary by-election.

According to the 1992 Constitution, a quorum in Parliament, excluding the presiding officer, requires one-third of all MPs to be present. With 275 MPs in total, 93 were needed for a quorum to be established.

However at 11:45 AM, when Mr Joseph Osei-Owusu, the First Deputy Speaker, adjourned the session, there were only three Minority MPs from the National Democratic Congress (NDC) and 11 Majority MPs from the NPP present in the Chamber.

As a result of the lack of quorum, Mr Kyei-Mensah-Bonsu proposed a motion to adjourn the House until Thursday, June 29, at 10:00 AM.

The motion was seconded by Mr James Agalga, the available Leader on the Minority front bench from the NDC. Consequently, the House has been adjourned until Thursday, June 29.
