One is the whole idea of dealing with gun violence. The idea that more children die as a consequence of a gunshot wound of a bullet than any other reason in America is sick. It’s really sick.
And the fact that the NRA has such overwhelming power — you know, the NRA is the only outfit in the nation that we cannot sue as an institution. They got — they — before this — I became president, they passed legislation saying you can’t sue them. Imagine had that been the case with tobacco companies. How many more people would be dead today if we weren’t able to rein in tobacco companies and the use of tobacco? Well, it’s that way now. We can’t.
And — and, by the way, you know one of the reasons why the AR-15 is so strongly supported by so many folks in that — in that industry? Number one, it’s the cheapest weapon to make and it’s the highest profit motive they have for any weapon that is made. It makes more money to sell an AR-15 than any other weapon you can buy.
And so, we have to change — there’s a lot of things we can change, because the American people by and large agree you don’t need a weapon of war. I’m a Second Amendment guy. I taught it for four years, six years in law school. And guess what? It doesn’t say that you can own any weapon you want. It says there are certain Weapons that you just can’t own. Even during when it was passed, you couldn’t own a cannon. You can’t own a machine gun. (Laughter.) No, I’m serious.
So what’s the deal with the idea that it’s an absolute — you know, I love these guys who say the Second Amendment is — you know, the tree of liberty is water with the blood of patriots. Well, if want to do that, you want to work against the government, you need an F-16. You need something else than just an AR-15. Anyway.
The generic point — (laughter) — the generic point I want to make is — and I’m going to end this because I’m bored myself now. (Laughter.)

“I think it’s critically important that we lock down the — how can I say it? — the sense — the idea that there are more children being killed in America by gunshots than by any other shor- — (inaudible) — it just makes no sense. I own two shotguns. I — I’m not a big hunter, but I used to target shoot.
But the point I’m making is that the idea that you could drive your car up here, park your car, and if some 14-year-old kid — if you left the key in, it took the car and ran it off the road here and hurt somebody, you’re — you’re civilly liable.
Well, you should have to lock up your guns. What’s the big damn deal about that? Look at all these — all these — all these kids who have blown people away, large numbers.
You know, we should be in a position where we have universal background checks. We should be in a position where the idea —
Look, AR-15s are weapons of war. And — and I think the reason why — and I think it’s going to become clear pretty soon — the reason why: The only industry in America you can’t sue is the — is the gun manufacturers. Imagine if that were the law with regard to — with regard to tobacco. How many people would be dead today, that — are alive because we’ve been able to take on tobacco?
And so, there are so many things we can do in that area.”

You go home and tell your mother, father, brother, sister, aunt, and uncle that, “Whoa, gun trafficking is now a crime.” They’re going to look at you like, “What are you talking about? It’s always been a crime.” It wasn’t a crime.
We did the same thing for straw purchases. That’s when a middleman, who can pass the background check, buys a gun usually for someone who can’t pass the background check. It’s now a federal crime if you do that. (Applause.)
And finally — we finally clarified who needs to register as a federal licensed gun dealer, because a federally licensed gun dealer is required by law to run background checks on those he’s selling the weapon to. And in most cities — down in Philadelphia and New York, areas I know well — like up here — you’d see a truck pull up, pull to the curb, and selling weapons — selling guns, selling AR-15. Selling weapons.
Well, guess what? You do that now, you go to jail. (Applause.)
There’s so much more, but the bottom line: If this law had been in place a year ago, lives would have been saved. And it’s in place now, and it is saving lives today. We got it done because of you. Not a joke.
You all think we’re being nice to you. It’s — (laughter) — you’re tough. (Laughter.) Thank God.
These weapons don’t have serial numbers. That’s why they like to buy them, so criminals can use them to commit crimes and not leave behind a registration of who owned the weapon.
It made it harder for people to buy stabilized brief — braces. Put a pistol on a brace, and it ma- — turns into a gun. Makes them where you can have a higher-caliber weapon — a higher-caliber bullet coming out of that gun. It’s essentially turning it into a short-barreled rifle, which has been a weapon of choice by a number of mass shooters.
We’re making it easier to buy gun locks and other safe storage at gun stores.
If any one of you drove over the parking lot here today, got out of your car, and left a key in your car, and a kid comes along who’s 13, 14 years old, gets in your car, takes it on a joyride and kills someone, guess what: You’re liable.
Why should that not be the case if you don’t lock up your weapon? (Applause.) Why should that not be the case? (Applause.) Why is that not required? And most gun owners agree with me. (Applause.)
We also established a zero-tolerance policy for rogue gun dealers who willfully violate the law. Now, instead of a slap on the wrist, their licenses are revoked.
You have a lot of gun dealers who are engaged in shady actions. Well, guess what? Used to be they get — they’d get a fine. Now they lose their license to sell. (Applause.)
Let me say that again: We can’t let that just become another statistic. Guns, the number one killer of children in the United States of America?
Folks, it’s time once again that we banned AR-15 rifle-style weapon. (Applause.) High-capacity magazines — they’re not only a weapon of war, they’re the single biggest driver of profits for the gun industry. That’s why they’re selling them. Profit, profit, profit. The single biggest.
As I said, we did it once before, in ’94, and 10 years after that, the ban was — mass shootings went down
significantly — the number of mass shootings. That’s — when the ban expired, mass shootings tripled.
But let the ban on Assault Weapons and high-capacity magazines come back into vogue.

You know, when people say, “Why do you keep doing it? It’s not going to happen.” Expose those people who refuse to do something. So, I’m going to keep calling it out, remind people that they’re not acting. They should act.
I mean, think about this. I mean, you know, people are beginning to see — they have on television now these emergency room doctors showing what happens when a bullet enters a body when it’s from a revolver or from another gun. It goes in a straight line and goes out.
But what happens now with that assault weapon — with a AR-15 — it goes in the body and it explodes in the body, and it goes in at a significantly higher speed.
So, in every way, it’s just — I mean, as I said when I got the first bill passed, I confronted some hunters and fishermen in Delaware when I was walking through the areas in southern Delaware, pushing this. And I said, “How many deer are wearing a Kevlar vest, you know?”
I mean, really — I mean, just think about it. You can’t own a machine gun. Well, the idea you can’t lock this up? Give me a break. You can’t own a bazooka. You can’t —
I mean, it just — I mean, there’s nothing absolute about any amendment. And this is ridiculous.
And it’s all about money — big, big, big money.

THE PRESIDENT: — they’re eight times as likely to get shot if you’re in that situation.
Look, the Court struck down a commonsense law that’s been on the books for 30 years. They’re saying it’s okay for someone under a restraining order who are threatening their partner or their child to own a firearm. It’s outrageous. It’s literally out- — it’s dangerous. Abusers are five times more likely to kill his female victim if he’s armed with a gun.
I respect the right of responsible gun owners. But someone who is threatened or beaten a domestic partner is not a responsible gun owner. (Applause.)
And the courts should be on the side of the victims of domestic violence not on the side of the abusers.”

“Today, the U.S. Department of Justice finalized a rule to keep another type of especially dangerous weapon out of dangerous hands – pistols with attached stabilizing braces that turn the firearms into short-barreled rifles.
The gun industry has recently attempted to circumvent this long-standing federal law by selling stabilizing braces that essentially convert a pistol into a short-barreled rifle.
The Justice Department is taking action to close this loophole and regulate these pistols with stabilizing braces as the dangerous weapons they are, and make it harder for individuals intending to inflict carnage to obtain these weapons.”

I have two shotguns at home. I ca- — it’s a long story, but I’m not opposed to guns. But I support the Second Amendment. And I support the Second Amendment.
But the Second Amendment, as one of the most — one of the most conservative justices in history, Justice Scalia, once wrote, “Like…” — quote, “Like most rights, the rights granted by the Second Amendment are not unlimited.” They’re not unlimited. (Applause.)
Right now, you can’t go on and buy an automatic weapon. You can’t go out and buy a cannon.
And for those brave, right-wing Americans who say it’s all about keeping America — keeping America as independent and safe: If you want to fight against a country, you need an F-15. You need something a little more than a gun. (Laughter.) No, I’m not joking. Think about this. Think about the rationale we use — that’s used to provide this. And who are they shooting at? They’re shooting at these guys behind me.
Folks, look, I went to every major school shooting around — in the country since I was the Chairman of the Judiciary Committee all the way through as Vice President and President. Over 48,000 people died from gunshot wounds in 2021 in the United States of America, over 26,000 by suicide.
When guns are the number-one killer — listen to this — the guns are the number-one killer of children in America — of children. They’re number one. More children gui- — die from guns than active-duty police and active-duty military personnel combined.
Hear that again: More children in America die from guns than active-duty police and active-duty military in the United States combined.
No, I’m not joking. Think about it. What are we doing?
And by the way, how many — my dad used to love to hunt in the Poconos when we lived in Scranton. How many deer or bear are wearing Kevlar vests, huh? (Laughter.) Not a joke.
Do you realize the bullet out of an AR-15 travels five times as rapidly as a bullet shot out of any other gun, five times — is lighter — and can pierce Kevlar?
Imagine being a parent — not just losing a child, but not being able to physically identify the child, or the adult, because they’ve literally been blown apart.
We equip — we equip our service members with the most lethal weapons on Earth to protect all of us, protect Americans. Butwe require them to receive significant training, extensive background checks, mental health assessments. They have to learn how to lock up and store their weapons responsibly or they get kicked out. But we let any stranger — an 18-year-old — walk in — a 20-year-old — and buy an AR-15.
That’s why, back in 1994, I took on the NRA and passed the assault weapons ban. For 10 years, mass shootings were down — 10 years in a row since I passed that legislation in 1994 as a chair- — as a senator.
But in 2004, Republicans let that ban expire. And what happened? Mass shootings in America tripled. Tripled.
It’s time to ban these. It’s time to ban these weapons. We did it before, and we can do it again.

It clarifies who needs to register as a federally licensed gun dealer and run background checks before selling a single weapon. (Applause.)
What is the rationale for these weapons outside war zones? Some people claim it’s for sport or to hunt. But let’s look at the facts: The most common rounds fired from an AR-15 move almost twice as fast as that from a handgun. Coupled with smaller, lighter bullets, these weapons maximize the damage done coupled with those bullets, and human flesh and bone is just torn apart.
It makes no sense. Assault weapons need to be banned. They were banned. (Applause.) I led the fight in 1994. And then, under pressure from the NRA and the gun manufacturers and others, that ban was lifted in 2004.
In that 10 years it was law, mass shootings went down. When the law expired in 2004 and those weapons were allowed to be sold again, mass shootings tripled.
Expanded background checks are something that the vast majority of Americans, including the majority of gun owners, agree on.
My fellow Americans, none of what I’m talking about infringes on anyone’s Second Amendment rights.
I’ve said it many times: I support the Second Amendment.
But when guns are the number one killer of children in the United States of America — let me say that again — guns are the number one killer of children in the United States. More than car accidents. More than cancer. And over the last two decades, more high-school [school-age] children have died from gun shots than on-duty police officers and active-duty military combined. Think of that. Then we can’t just stand by. We can’t let it happen any longer.

Look what’s happening, folks, out there. Look what’s happening on guns now. Now, I don’t ca- — I’m a gun owner. I own two shotguns. My son Beau passed away. He had another shot gun. We used to like to skeet shoot. We weren’t hunters.
But the point I’m making is that the Second Amendment is not absolute. These ideas — these AR-15s — (applause) — we outlawed the — them when I was a senator. I passed the law. I’m the guy that wrote the laws that eliminated assault weapons. And — (applause) — and I’m the guy who wrote the law that limited the number of bullets you could have in a magazine.
And when I was — everybody said, “Well, you come from a state that doesn’t matter a lot.” There are more gunowners in Delaware because there are duck hunters and hunters in that — in that — what they call the Eastern Shore than there are in percentage than any state — there was back then; I don’t know what it is exactly now — but any state.
And I — the way to sell this — I’d walk through the fishing areas. There’s a lot of lowland swamp area in the southern part of the Delmarva Peninsula.
And the guys would be fishing, and I was — when I was campaigning to get this done. And they’d say, “God darn, Joe, what the hell are you doing taking my gun away?” And I said, “Let me ask you a question.” I said, “How many — when you go deer hunting, how many deer are wearing Kevlar vests?” (Laughter.) And they’d look at me. I’m — I’m not joking. This is what I — and they’d kind of look at me and g — and I said, “And, by the way, if you need 30, 40, 60, up to 100 rounds to fire,” I said, “you’re a danger to yourself, man.” (Laughter.) And they’d go, “Yeah, well, Joe, but they say you’re going to take my gun.”
The point of the matter is that we passed it for 10 years, this ban. And significant violent crime and particularly — went to — mass shootings went down 70 percent. (Applause.)
But I could only get it passed for 10 years. It had to be reauthorized in 10 years. The Bush administration came into play. And I’m not — I don’t want to pick on the Bush administration because they weren’t all bad, but they — they didn’t have the courage to try to pass it again.
And guess what? Violent shootings went up seven — seven times what they were.
There’s a reason why the military takes so long to train somebody. It’s not easy to pick up a rifle or a gun and blow somebody’s brains out in front. More people get killed with their own gun in their home trying to stop a burglar than, in fact, any other cause. Think about that. Because it’s hard to do. It’s a hard thing to do.

“I know that it makes no sense to be able to purchase something that can fire up to 300 rounds. I know it makes — and I know what happened when we had rational action before, back in — when the crime bill was — the law that got passed. It did significantly cut down mass murders.
And so there’s only one reason for something that can fire, you know, 100 shots.
I mean — and I’ll just conclude with this: Look, when I first started doing hearings on the issue of what rational gun laws should be, it was during a period when I was a senator and the death rate was going up. Not that many more people were being shot, but the death rate was up. And when I think of — I’m not sure, I think it was (inaudible) hospital in New York — whatever the largest trauma hospital is.
And I sat with a trauma doctor, and I asked him — I said, “What’s the difference? Why are so many people…” — and not that many more people were being shot. This is now 20 years ago, or 25 years. I said, “Why are they dying?” And they showed me x-rays. He said, “A .22-caliber bullet will lodge in the lung, and we can probably get it out, may be able to get it, and save the life. A 9mm bullet blows the lung out of the body.”
So the idea of these high-caliber weapons is of — there’s simply no rational basis for it in terms of thinking about self-protection, hunting. I mean, I just — and remember, the Constitution, the Second Amendment was never absolute. You couldn’t buy a cannon when the Second Amendment was passed. You couldn’t go out and purchase a lot of weapons.
And those who — not many are saying it anymore, but there was a while there where people were saying that, you know, the Tree of Liberty is watered with the blood of patriots, and what we have to do is you have to be able to take on the government when they’re wrong. Well, to do that, you need an F-15, you know? Or you need an Abrams tank.
I mean — so, it’s just — as I say, I think thing — I think things have gotten so bad that everybody is getting more rational about it. At least that’s my hope and prayer.
I’ve got Gold Star moms in there, so I got to go in.”

I was getting criticized when I first passed this law when I was a senator. And guess what? I was down in southern Delaware — they do a lot of hunting and fishing down there — and I was walking up one of the creek beds. And a guy standing said, “You want to take my gun?” I said, “I don’t want to take your gun.” He said, “Well, you’re telling me I can’t have more than X number of bullets in a — in a — in my gun.” And I said, “What — do you think the deer you’re hunting wear Kevlar vests? What the hell you need 20 bullets for? You must be a hell of a terrible shot.” (Laughter.)
And, by the way — it’s going to sound bizarre — I support the Second Amendment. You have a right. But from the very beginning, the Second Amendment didn’t say you can own any gun you want, big as you want. You couldn’t buy a cannon when, in fact, the Second Amendment passed. And certain people from the very beginning weren’t allowed to purchase guns. It’s nothing new. It’s just rational.
Look, this should be just the start. We need to repeal the liability shield of gun manufacturers and finally hold them accountable for false advertising and many other things they do.

And look, one of the things that we focused on, the Attorney General and I — and we’re getting to the point where I think we’re going to be able to have a real impact on it — includes going after ghost guns.
