AP has reported that Rafael Grossi, director-general of the International Atomic Energy Agency said that the Zaporizhzhia Nuclear installation in the southeastern city of Enerhodar in the Ukraine; Europe´s largest nuclear power plant, is "out of control" since it was stormed by the Russian army. He also issued a stark warning that the situation was worsening on a daily basis.

He urged Russia and Ukraine to quickly allow experts to visit the sprawling complex to stabilize the situation and avoid a nuclear accident.

The director-general said in the interview that “Every principle of nuclear safety has been violated” at the plant, he said. “What is at stake is extremely serious and extremely grave and dangerous.” He cited a catalogue of violations of the plant’s safety, adding that it is “in a place where active war is ongoing,” near Russian-controlled territory.

Meanwhile the UN have said that Nuclear-Weapon States Have Special Responsibility to Advance Non-Proliferation, Disarmament.

States that possess nuclear weapons have a particular responsibility to advance nuclear non-proliferation and disarmament, speakers at the Tenth Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons stressed today, as many delegates also highlighted the need to address the obstacles hindering the establishment of a nuclear-weapon-free zone in the Middle East.

The Statute of the IAEA was approved on 23 October 1956 by the Conference on the Statute of the International Atomic Energy Agency, which was held at the Headquarters of the United Nations. It came into force on 29 July 1957.

The Statute has been amended three times by application of the procedure laid down in paragraphs A and C of Article XVIII. On 31 January 1963, some amendments to the first sentence of the then paragraph A.3 of Article Vl came into force; the Statute as thus amended was further amended on 1 June 1973 by the coming into force of a number of amendments to paragraphs A to D of the same Article (involving a renumbering of sub-paragraphs in paragraph A); and on 28 December 1989 an amendment in the introductory part of paragraph A.l came into force.
