Terming the Exercise undertaken by the Uttarakhand Government on Uniform Civil Code (UCC) as futile, the State Congress has said that the Dhami government is blowing the trumpet of UCC to divert the attention of people from other issues. The spokesperson of Uttarakhand Congress, Garima Dasauni said on Sunday that the government wants that no question on increasing unemployment, recruitment scam, land laws and Ankita Bhandari case should be asked from it.

 She said that one should read article 254 (1) and (2) of the constitution to understand the whole issue. 

“ This is a subject which is in the concurrent list which means both Centre and the State governments can make laws in this but the Law of the Centre would be the umbrella Law which makes the laws made by the States redundant. The Modi government has clearly stated that it would Implement Ucc in the country which means that the Uttarakhand government is engaged in a futile exercise on the issue,’’ she said.

 The Spokesperson of the Congress added that the Union government has made it clear that it would table the UCC bill during the upcoming Monsoon session of the Parliament and most probably it would get passed which means that the UCC of Uttarakhand would become redundant.  

 She said that as per the article 254 (2), the State government would have to table the bill in assembly and since it is not an ordinary bill it would have to be endorsed by the President of India. “The entire exercise would take time and by then the Union government would implement UCC in the country,’’ she quipped.

“Constitution also protects traditions, customs and culture in any of the States. “ For example the 73^rd amendment associated with the Panchayati raj system was not enforced in the North eastern States because there they have their own set of Panchayat regulations. The Union and State governments should not impose UCC without taking all the stakeholders into confidence,’’ Dasauni said.
