Rs 20-L Cr For Self-reliance India: PM

Fund to undo Covid effect, boost Make-In-India and supply chain; lockdown-4 from May 18

Making “self-reliance” as the new “mantra”  in the word “changed” by the unprecedented pandemic, Prime Minister Narendra Modi on Tuesday announced a Rs 20 lakh crore economic package for what he called “Mission Self-Reliant India” to tide over the coronavirus crisis.

In his address to the nation, Modi said the lockdown-4 in the country post-May 17 would be rolled-out with “new rules and colour and inputs given by the States before May 18”.

“We will fight and move forward,” said Modi, adding that India should see the crisis as an opportunity to emerge taller from the situation presenting itself globally.

“Corona will be with us for a long time but our lives cannot revolve around corona. We will wear masks, we will follow doh gaj doori (six-feet distance), but we won’t let our focus stray,” he stressed, indicating major relaxations after May 17.

Announcing special package of Rs 20 lakh crore (which includes the earlier ones), Modi said it would have something for all sections and aim at strengthening infrastructure, modernisation of technology and reforms in laws. 

He said the economic package would be detailed by Union Finance Minister Nirmala Sitaraman on Wednesday. The special economic package would be the main component of “Atma-Nirbhar Bharat”, he said.

“This package is for migrants and farmers who work for the nation day and night, no matter the circumstances,” he said.

“The package will focus on land, labour, liquidity and law; it will help small business, labourers and farmers. This will focus on the well-being of migrant workers too,” the PM said.

He said now onwards “swadeshi” would be given key importance saying “be vocal for local and buy local products and publicise it”, he said and give reference to the popularity of ‘Khadi’.

He said “Make in India” need to be brought to the centre-stage and pointed as how coronavirus prompted large-scale production of Personal Protection Equipment (PPE) and N 95 Masks which India did not manufactured earlier.

“Today everyday we are producing two lakh PPEs and two lakh masks. We converted crisis into an opportunity,” Modi maintained.

 He said, “A virus has ravaged the world, we have never seen or heard a crisis like this.”

The only way for India to triumph over the crisis was to “strengthen our resolve so that our resolve is even greater than this crisis”, he said.

The PM said India must realise its potential as the lead player in the 21st century by focusing on its self-reliance.

He listed what he called five pillars for self-reliance: “Economy with potential for quantum jump, infrastructure, technology-driven system, demography and an intelligence-driven supply system.”

The PM noted that several experts and scientists have said the virus is going to be part of our lives for a long time. But, it is also important to ensure that our life does-not revolve only around it. He exhorted people to work towards their targets while taking precautions like wearing masks and maintaining “do gaz doori”.

On the fourth stage of lockdown, he said its contours will be completely different from those seen yet.
