Sister Goes To NHRC Alleging Illegal Detention Of Brother

In the case of wildlife poaching under which an investigation is ongoing in Dehradun Special Task Force (STF) the sister of informer Amit Dhangar, who is on bail has accused STF of unlawful detention of her Brother. She alleged that on Friday evening her brother was taken by men in civil dress identifying themselves as the police personnel. Her brother had yet to return as on Sunday evening. She also said that no police personnel from the district police or at the STF office are providing them the information regarding the whereabouts of her brother and they scared that he might be getting harassed to change his statements.

In the complaint filed by Manju Dhangar with the National Human Rights Commission, she stated that her brother is in unlawfully detention since Friday evening. He has been kept at Dehradun Stf Headquarters and the family has not yet been informed about his whereabouts in written or in verbal terms.

Speaking to The Pioneer she said, “About 8-10 days ago he was called by STF in order to give statements regarding the poaching case. Then suddenly, without any advance information men in two cars came and took him with them, stating that they are police personnel and my brother will return in about an hour. Till now he has not returned, we are scared that they might be pressurising him to change the statements. Even if my brother was taken, he should have been either freed or presented in front of the court. Police do not have the right to keep him under detention for more than 24 hours.”

She further said, “I’ve tried to ask the district police and the 112 help line number for help, but have gotten disappointing response from their side.”

According to Dinesh Pandey, who has filed a Public Interest Litigtion (PIL) in Nainital High court regarding the said poaching case in Rajaji national park, “The wildlife poaching incident which happened on March 22 is presently being investigated by SIT team established at Dehradun STF headquarters. The high court has asked them to file a report on the investigation they have conducted so far and submit it in the court on July 22. The case was earlier investigated by IFS officer Manoj Chandran, who submitted his report to the then Chief Wildlife Warden (CWW) and Uttarakhand administration. After this, the CBI took over the case, when High Court asked them to review cases with wildlife issues. However, before CBI could complete their investigation the then CWW Digvijay Singh Khati brought a stay order on their investigation. The CBI submitted its report to the court in a closed envelope, which till date has not been disclosed.”  

When asked about the Manju Dhangar’s allegation of unlawful detention of his brother Director General (Law and Order) Ashok Kumar said, “I’ve not been informed about it. We will look into it and find out what exactly is happening. We will take actions as per the law.”
