Centre launches Mera Bill Mera Adhikaar scheme to promote billing culture, allows consumers to earn cash prize

Central Government in collaboration with State Government is all set to introduce Mera Bill Mera Adhikaar or Invoice Incentive Scheme starting from September 1, 2023.

This decision was taken to promote the billing culture among consumers where they proactively demand invoices for all the purchases, encouraging good financial practices.  

The scheme Mera Bill Mera Adhikaar will be launched with the motive to bring a cultural and behavioural shift among the general public, encouraging them to exercise their right and entitlement to request invoices for their purchases.

The scheme will start from September 1, 2023.  The scheme will initially launch as a pilot in the states of Assam, Gujarat, and Haryana, along with the Union Territories of Puducherry, Dadra Nagar Haveli, and Daman & Diu.

All Business-to-Consumer (B2C) invoices issued by Goods and Services Tax (GST) registered suppliers within the designated regions will qualify for the scheme. The minimum invoice value for eligibility in the lucky draw is set at Rs. 200.

Invoices can be uploaded via the mobile application Mera Bill Mera Adhikaar, available on both IOS and Android platforms, and on the web portal web.merabill.gst.gov.in.

People across the country are eligible to participate in this scheme, regardless of their respective state or UT. A person can upload a maximum of 25 invoices per month on the app/web portal to enter the lucky draw. Upon uploading an invoice, an Acknowledgement Reference Number (ARN) will be generated for prize draw purposes.

Each month, 800 prizes of Rs 10,000 and 10 prizes of Rs 10,00,000 will be drawn. Quarterly, two prizes of Rs 1,00,00,000 will be awarded. To be eligible for monthly draws, all B2C invoices must be uploaded by the 5th of the following month. Quarterly draws will consider invoices uploaded in the last three months until the 5th of the draw month.

At the time of uploading an invoice, participants need to provide the GSTIN of the supplier Invoice Number, Invoice Date, Invoice Value, and State/UT of the customer. Duplicate uploads and invoices with inactive or fake GSTIN will be rejected by the system.

Alerts/notifications will be sent to the winners through the app/web portal using SMS/push notifications. Those who win must furnish their PAN number, Aadhar Card, Bank Account Details, etc. It should be within 30 days from notification to receive their prize.

This pilot scheme will drive for a duration of 12 months. The launch of the Mera Bill Mera Adhikaar or Invoice Incentive Scheme reflects the government’s effort to promote transparency and accountability in financial transactions.
