New File
Use black background and white for text. Arial font will be good with 150 punto.

Now we need some blur. Go "Filter > Blur > Guassian Blur" and Radius:10.

Transform text: "click right to text and choise free transform"

Lastly, use CTRL and click red points. And move its.
