Malaysia has very bloated public service. 

It is like a big charity the Government is doing with taxpayers' money. 

Many of those in public service would otherwise not be employable. 

But instead of being grateful and try to do their best to improve themselves, these people like to focus on trivial things.

Example, the great fervour in which they clamp down on those Wearing short pants to government institutions.  

Come on la.. They are wearing short pants, not man-kini.
