I don't know how anyone can confuse Chicken and dog but nothing is impossible especially in 1Malaysia land.
The esteemed Domestic Trade, Cooperatives and Consumerism Ministry just wished people Happy Year of the Dog Chinese New Year with a rooster!
In line with the concept of "Money is King", the rooster obediently crowed "Wang! Wang!" which sounds like "Money! Money!".
It teaches people that anything is possible when you have money. Chicken can be dog. Black can be white or chocolate or pink depending on what you fancy. Whistleblower can be criminal. Thieves can be heroes! All you need is lots of wang.
