On March 20, the Supreme Court observed that the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act of 1989 is being used to “blackmail” innocent citizens and handed down guidelines to protect both public servants and private employees.
The court directed that public servants can only be arrested with the written permission of their appointing authority. In the case of private employees, the Senior Superintendent of Police concerned should allow it.

Innocent citizens are termed accused, which is not intended by the legislature. The legislature never intended to use the Atrocities Act as an instrument to blackmail or to wreak personal vengeance.

The Bharat Bandh called by Dalit Groups Protesting the apparent dilution of the Scheduled Castes and Scheduled Tribes (SC/ST) Prevention of Atrocities Act by the Supreme Court recently left at least ten people dead and hundreds injured as incidents of violence were reported across several states on Monday. Protesters were reported to have blocked trains, clashed with police, and set fire to private and public properties, including police posts.

Meerut:

Ludhiana:
Over 100 passenger and mail train services were today affected and two trains, including a Shatabdi, were short-terminated as protesters squatted on the tracks to enforce an all-India shutdown against the alleged dilution of the SC/ST Act, officials said, adding that the routes were largely restored.

One person was killed in Muzaffarnagar and nearly 75 persons including 40 policemen were injured, while 448 people were detained on various charges including arson and damage to public property, police said.

The Madhya Pradesh Police on Monday affirmed that at least six people have been killed in the state due to the ongoing nationwide shutdown. In the wake of the violence, 16 additional companies of SSB, four companies of RAF, two companies to STF and 3,000 trainee constables to be deployed across the state.
Rajasthan
Nearly 30 people were detained as Dalit groups protesting against the Supreme Court order on the SC/ST Act blocked rail and road traffic and vandalised public property, including a train, in several parts of Rajasthan, disrupting normal life in the state.

Protesters stormed the railway station, forced closure of ticket counters and squatted on tracks disrupting the movement of a number of trains.

This is what we called Bharat Bandh. How can we damage our country’s property for our selfish purposes? This property is not yours for granted to damage.
